ATLANTA (AP) ? The Atlanta Falcons couldn't do anything offensively.

Not to worry.

The defense left Drew Brees with egg on his face.

Brees threw five interceptions for the first time in his career and, rubbing salt in the wound, the Falcons also ended his NFL-record streak of touchdown passes. The result was a 23-13 victory Thursday night that pushed Atlanta to the brink of a division championship and might have finished off the Saints' fading playoff hopes.

The Falcons (11-1) built an early 17-0 lead, then struggled to move the ball. They finished with 283 yards, by far the lowest total allowed this season by a Saints defense that was on pace to give up the most yards in NFL history.

But William Moore had two interceptions, and Thomas DeCoud, Sean Weatherspoon and Jonathan Babineaux had one pick apiece. Another by Corey Peters didn't count because of a penalty.

"That's the first time that's ever happened to me, so that's extremely disappointing," Brees said. "I pride myself on being a good decision-maker and not someone who will be a detriment to the game."

The Falcons will clinch the NFC South with a month to go if Tampa Bay loses at Denver on Sunday. The Saints (5-7) need to win out to have any chance, and even that might not be enough to get the defending division champs back to the playoffs.

"It looks pretty bleak right now," interim coach Joe Vitt said.

Brees had thrown a touchdown pass in 54 consecutive games, breaking Johnny Unitas' long-standing record earlier this season. There was an apparent scoring pass to Darren Sproles late in the first half, but it was nullified by a penalty.

"I didn't realize that until we walked off the field," Falcons coach Mike Smith said. "That's an unbelievable streak. Drew Brees is an outstanding quarterback. The way the defense played tonight speaks volumes. The guys had gone out there and thrown touchdown after touchdown game after game after game."

After Sproles' TD was wiped off the board, Brees made another huge mistake with New Orleans inside the Atlanta 10, allowing the clock to run out in the first half without at least attempting a field goal.

Four days earlier, Brees had two passes picked off and returned for touchdowns in a loss to San Francisco.

This one was even worse. He finished 28 of 50 for 341 yards but had a rating of just 37.6, the third-lowest off his career.

"I feel we have one of the best secondaries in the NFL," Falcons cornerback Dunta Robinson said, "and I think we came out and showed that."

When the Saints arrived in Atlanta, their bus was pelted by eggs at the airport, epitomizing the long rivalry between the teams. New Orleans had dominated in recent years, winning four in a row and 11 of 13.

This time, Michael Turner scored on Atlanta's opening possession, Tony Gonzalez hauled in a touchdown pass from Matt Ryan, and Matt Bryant booted three field goals, including a 55-yarder.

The defense did the rest.

"We got the monkey off our back," DeCoud said.

After winning so many close games, the Falcons started this one as if they were intent on routing the only team to beat them this season. New Orleans knocked off Atlanta 31-27 at the Superdome on Nov. 11, the bright spot in a tumultuous year that was marred by a bounty scandal and a season-long suspension for coach Sean Payton.

Ryan completed a pass on the first play from scrimmage before turning it over to a running game that has struggled most of the season. Turner burst around right end for a 35-yard gain. Jacquizz Rodgers broke off two straight 14-yard gains. Finally, it was Turner going in standing from 3 yards out, giving Atlanta a quick 7-0 lead.

That was Turner's 58th touchdown in five seasons with the Falcons, breaking the team record he had shared with Terance Mathis.

Atlanta struck again in the opening minute of the second period. Julio Jones hauled in an 18-yard throw from Ryan, setting up a 17-yard touchdown pass to Gonzalez in the back of the end zone. He beat former teammate Curtis Lofton; maybe as a sign of respect, Gonzo just flipped the ball over the crossbar instead of his customary basketball dunk.

Brees' second interception, this one a sloppy pass behind running Chris Ivory that deflected into the arms of Weatherspoon, set up Bryant's 45-yard field goal for a 17-0 lead.

Then, suddenly, the game completely changed.

For the rest of the second quarter and most of the third, the Saints totally dominated. Mark Ingram scored on a 1-yard run, capping an 11-play, 80-yard drive, and New Orleans should have tacked on more points at the end of the half. Brees made a rookie-like mistake with 12 seconds remaining, dumping a pass over the middle to Sproles with no timeouts. He was wrapped up at the Atlanta 3 and the clock ran out before the Saints could spike the ball.

"Honestly, I thought we had more time than we did," Brees said. "The last time I remember, we had 17 seconds. ... But it was down to 7 when I looked up after the completion. That wasn't enough time to get the spike. That's on me."

But New Orleans got the ball to start the second half, and Brees went back to work. This time, he made a couple of nifty moves to avoid sacks, completing six passes on an 83-yard drive consuming 15 plays and more than 6 1/2 minutes. But the Falcons held again, forcing Garrett Hartley to boot a 21-yard field goal that cut it to 17-10.

Hartley connected again from much farther out on the Saints' next possession, a 52-yarder that brought New Orleans even closer.

The Falcons, meanwhile, failed to pick up a first down on five straight possessions, a stretch in which the Saints had a 289-30 lead in total yards and a staggering 18 first downs.

But the Atlanta defense kept coming through when it counted.

Late in the third, Brees rolled to his right and threw over the middle. Moore stepped in front of the receiver and returned it to the New Orleans 16. Ryan connected on first-down throws to Gonzalez and Roddy White to set up Bryant for a 29-yarder that extended the lead back to a touchdown.

NOTES: Brees had two previous games with four interceptions. ... This was Brees' lowest-rated game since joining the Saints in 2006. With San Diego, he turned in a 35.7 at Washington in 2005 and a 26.8 at Chicago in 2003. ... Turner ran 12 times for 83 yards. ... Lance Moore of the Saints hauled in 11 passes for 123 yards.

Can California Democrats Capitalize on a Legislative Supermajority?

November 6 was an historic day by any account. One of the more interesting results, from a state tax perspective, is the supermajority that was achieved in the California Legislature. In a somewhat unexpected result, Democrats picked up a supermajority in both houses of the state legislature. Obtaining a supermajority in both houses has not occurred in California since 1933, when Republicans were in control of both houses. But while this presents Democrats in California with an historic opportunity, will they capitalize on it or squander it?

California is, for lack of a better word, broken. Decades of gridlock and ill-advised constitutional requirements imposed by voters have left the state all but dead in the water. California is a test case in what happens when neither party will budge. Many of the contemporary fiscal problems in the state began with the passage of Proposition 13, which fixed the property tax rate at one percent of a property?s assessed value. Since that time, the state, which boasts the 9th largest economy in the world, has had to deal with skyrocketing debt and a plummeting credit rating.

Still, Democrats and Republicans have been unable to agree on a solution. Republicans have held strong to "no tax pledges" and Democrats have used gimmicks to make it appear they were cutting taxes, when they weren't cutting taxes at all. Now, however, Democrats have been handed power that is often dreamt of by politicians. Democrats can bypass legislative rules and override vetoes by the governor (though with a supermajority in both houses, it is unlikely the governor would bother to try a veto).

But perhaps the most important power Democrats will have in the next year is to put constitutional reform measures before voters. In order to lead the state out of the hole it is in, Democrats must rise to the challenge of major constitutional reform. In fact, it may be time for a constitutional convention and repeal of the state's current constitution. California's constitution is over 30,000 pages long. It is exceedingly complex. It is unworkable.

Taxpayers in California are ready for change and they said as much at the ballot. This past November, voters passed Proposition 30, which increased income taxes on earnings over $250,000 for seven years and increased sales taxes by a quarter percent for four years. The revenue increase from the initiative will be used to fund schools. Passage of any tax increase is a decided step away from Proposition 13.

With all that in mind, here is a bit of advice for both parties. Republicans: although you lost legislative seats on November 6, hope is not entirely lost for the party. Given that many changes in the state require voter approval, the party should focus on selling a conservative message to the people. The Republican message cannot simply be "no tax increases" because there is no hiding from the fact that the state needs revenue. Instead, Republicans must go back to their conservative roots and promote limited government and personal responsibility. It may sound simplistic, but Republicans in California need to review the basics of being conservative -- and being conservative does not equate to no tax pledges, or at least it shouldn't. Once they remember their basic principals, then perhaps they can sell the message.

Democrats: take a deep breath and think before you act. This is an opportunity that may not present itself again any time soon. If ever the party wanted to advance its goals, this is the time. But while Republicans cannot block your efforts, there will be no blaming Republicans if your policies fail to revive the state. If the state fails now, Democrats in the state may be left holding the smoking gun.

Amanda Bynes is coming out of retirement -- online, that is.?The 26-year-old starlet famously (and abruptly) stripped down her Twitter account to nearly nothing in August, after she was accused of being involved in a hit-and-run accident -- one of two such charges she faced this year. But on Friday, Nov. 23, the "What a Girl Wants" actress resurfaced on the site.?

"My phone got taken twice but I got it back & am waiting to get reverified. I love my fans!" she tweeted, along with a note telling her nearly 284,000 followers to subscribe to her new Instagram account.

The former Nickelodeon child star then began posting a series of Instagrammed shots in which she appears in a fur coat, red turban, oversized sunglasses, and maroon-colored lipstick.?

"What up doe?" she wrote below one photo, which appeared three separate times on her account. (Each version of the pic had a different caption. One was accompanied by "(Love) my turban!" Another read "Bout to get my nails done. :D What color should I get? I want to go long and pointy!")?

Bynes also shared a photo of her super-skinny legs, with the note: "Losing weight is hard to do! I love jeans with sexy holes, mine are from Current Elliot :D"?

"I'm not 'troubled.' I don't get naked in public," she told Us Weekly earlier this month, after InTouch published a story claiming that the actress had paraded naked around an NYC tanning salon recently. "I'm 26, a multi-millionaire, retired. Please respect my privacy."

ANALYSIS: Egypt learns the art of politics amid protests

Egypt's president Mohamed Morsi, who had granted himself sweeping new powers that would have made all of his rulings immune to judicial review, is facing continued public outcry despite his decision to soften the decree by limiting those rulings to 'sovereign' matters. NBC's Ayman Mohyeldin reports.

Last week?s sweeping power grab by Egypt?s President Mohammed Morsi has thrown the country?s political elite into crisis, and prompted tens of thousands of Egyptians to take to the streets in protest. But much of the fury over his most recent moves probably has more to do with the way he chose to act than what he has actually done.

The conflict roiling the Arab world?s most populous country has been painted by some international observers and many regular Egyptians as a struggle between autocratic Islamists and democratic secularists. Indeed, Morsi and the Muslim Brotherhood party have angered many with how they managed to win power democratically and then tried to consolidate it by decrees.


In a move quickly pounced on by critics, Morsi?s decree last week gave the body charged with writing a draft constitution two more months to finish its work. The decree essentially prevents challenges to the president's rule until the end of the two-month transitional period so that any decision made by Morsi cannot be questioned by the judiciary.

If the so-called constituent assembly, the elected constitutional body that is now dominated by Islamists, would have dissolved, it would have been seen as a victory by many liberal and secular Egyptians.

But Morsi?s decree will allow the assembly to finish its essential work, Henry Smith of the international consultancy Control Risks told NBC News.

"There was a risk that the body writing the constitution would be disbanded by legal judgments but according to his decree, we should see a draft in February," he added. "And if that is decided then we could have a new constitution by mid-2013."

As the struggle of the constituent assembly shows, Morsi and his government have been locked in a struggle with the judiciary.

And however dictatorial Morsi?s recent moves may have been, the judiciary is no paragon of democracy. Indeed, even many of the Brotherhood?s opponents think the judiciary is corrupt and packed with loyalists of deposed dictator Hosni Mubarak.

The lack of accountability for the killing of protesters during the 2011 revolution illustrates why many Egyptians do not trust the judiciary. None of the former regime officials brought to trial for these deaths has been convicted.

The judiciary also upheld the dissolution of parliament, halting essential efforts, such as reforming fiscal and economic policies meant to liberalize and jump-start the economy.

According to liberal and secular parties, the president ?didn't consult with them before issuing his decree on Thursday -- a claim disputed by Morsi's Freedom and Justice Party ? thus losing the opportunity to be seen as a leader willing to reach across political divides and interested in creating consensus.

And those protesting his power grab have reason to be suspicious. After all, Mubarak promised to be a one-term president at the beginning of what ended up as a 30-year rule.

In the end, Egypt is new to the art of politics and its actors unused to sharing power and debating issues publicly.

As international consultant Smith says: "Putting aside some of the autocratic elements of his recent decree, Morsi?s move could be seen as a positive move."

Clashes erupt near former Bahrain protest hub

MANAMA, Bahrain (AP) ? Riot police in Bahrain have fired tear gas and stun grenades to disperse thousands of marchers trying to reach a heavily guarded square that was once the hub of their anti-government uprising.

The clash followed ceremonies Monday to mark the end of Shiite religious commemorations known as Ashoura. It was the heaviest clash in months near Pearl Square, where Shiite-led protesters gathered in February 2011 to demand a greater political voice in the Sunni-ruled Gulf kingdom. It has since been closed off.

The street battles spilled into surrounding Shiite neighborhoods.

Bahraini authorities have outlawed protest marches in an attempt to quell growing violence in the more than 21-month-old unrest. Shiite leaders say they plan more marches in defiance of the order.

Bahrain is home to the U.S. Navy's 5th Fleet.

Let the fiscal cliff road show begin

President Barack Obama and Republican House Speaker John Boehner meet at the White House on November 16 to discuss??President Barack Obama is ramping up efforts to win over Americans ? and pressure Congress ? on the looming fiscal cliff, with events at the White House and on the road to argue for the expiration of Bush-era tax cuts chiefly benefiting the rich.

The response from his top Republican foes? On Tuesday morning, Republican Senate Minority Leader Mitch McConnell portrayed the president's outreach effort as an unserious distraction from negotiations with Congress. But minutes after McConnell's sharp-tongued criticism, Republican House Speaker John Boehner's office announced that his members would be countering the president's road-show with one of their own.

Obama was meeting Tuesday behind closed doors with 15 small-business owners from the retail, construction, and health care information technology sector. ?At the White House on Wednesday, the president planned to showcase Americans who would be affected if no deal can be reached to extend middle-class tax cuts. On Friday, Obama planned to travel to the Philadelphia suburb of Hatfield to make a speech at the Rodon Group manufacturing facility. Rodon is an American maker of K'NEX Brands, which include Tinkertoy, K'NEX, and Angry Bird Building Sets.

In a speech on the Senate floor, McConnell cast the White House efforts as little more than a public relations gambit.

"Rather than sitting down with lawmakers of both parties and working out an agreement, he's back out on the campaign trail, presumably with the same old talking points we're all familiar with," McConnell said. "Look: we already know the President is a very good campaigner. What we don't know is whether he has the leadership qualities necessary to lead his party to a bipartisan agreement on a big issue likes this."

But 26 minutes after a transcript of McConnell's remarks landed in reporters' in-boxes, Boehner's office made it clear that the House GOP would also be taking its sales pitch on the road.

Republican lawmakers planned to hold events with small businesses around the country warning that job creation will slow if taxes on small businesses are hiked, aides said.

Republicans have warned that Obama's push to let tax cuts expire on income over $200,000 for individuals and $250,000 for families will hit some small businesses, a sector they often credit with fueling job growth. The president characterizes the tax increase -- a centerpiece of his successful reelection campaign -- as asking wealthier Americans to pay more in order to preserve popular government programs that might otherwise face steep cuts.

"Republicans understand that we must avert the fiscal cliff and have laid out a framework to do so that is consistent with the 'balanced' approach the President says he wants," Boehners spokesman Brendan Buck said. Buck accused some Democrats of ruling out "sensible spending cuts," notably overhauls of popular entitlement programs like Medicare, the government health care plan for seniors, and Medicaid, a state-federal program that provides health care to low income Americans.

The White House and Congressional Republicans profess eagerness to avoid the fiscal cliff, an economically toxic blend of tax increases and dramatic spending cuts that will go into effect January 1 unless at deal is reached on a far-reaching deficit-cutting plan (or an agreement is reached to push back what are Congressionally enacted deadlines that lawmakers can un-enact if the president signs on).

Obama spoke to Boehner and Democratic Senate Majority Leader Harry Reid over the Thanksgiving weekend, but Republicans have complained that negotiations are at an impasse. One of the major roadblocks is the fight over whether to let tax rates on higher incomes revert to Clinton-era levels. The fiscal cliff fight could shape the direction of the nation's spending for a decade ? and it certainly amounts to Obama's first major test of post-election clout.

Highlights - BoE officials speak to parliament committee on economy

LONDON (Reuters) - Bank of England Governor Mervyn King and other policymakers spoke to the British parliament's treasury committee about the central bank's quarterly economic outlook on Tuesday.

Following are highlights of remarks from King, BoE executive director for markets Paul Fisher and external members of the Monetary Policy Committee Paul Fisher, Ben Broadbent and Martin Weale,.

KING COMPLETELY CONFIDENT WITH CARNEY

"I think anyone who holds down a job like mine wants very much on the day when they leave, to hand the Bank on to someone who they know will carry on the good work, and I am completely confident with Mark Carney as someone with whom the Bank is in very good hands - as indeed is the role of governor which I am sure he will carry out with very great distinction.

"It may be unreasonable to expect anything other than a slow and protracted recovery absent a further fall in the real exchange rate. In such an environment, there are limits to the ability of domestic policy to stimulate private sector demand as the economy adjusts to a new equilibrium. In the event that further easing is required, I believe it appropriate to continue with our policy of purchasing gilts."

KING ON REBALANCING STILL NEEDED IN UK

"The underlying problem is one in which there is still a great deal of adjustment to be made in the financial sector, a great deal of adjustment to be made in the economy as a whole - the need for rebalancing - and in this sort of situation, it is very unlikely that we would expect to see a rapid recovery.

KING ON RAPID GROWTH CHANCES

"We have significantly lowered, in our view, the chances of growth being rapid. Now this is something which I think has been building up in our minds over the past year. It's not a sudden change between August and November. I think it was a result of finally realising that, as we had debated among ourselves, the chances of a very rapid expansion of growth - which you might have expected if this was a normal cyclical downturn and then recovery - we do not think the chances of very rapid growth in 2013 and 2014 are very great.

KING ON CHINESE GROWTH

"I think the (BoE) staff probably take a more upbeat view on the prospects of the Chinese economy than I would be inclined to. We've had quite an active to and froing as to why I believe what I do and why they believe what they do."

FISHER ON PERCEPTION BoE SENIOR STAFF NOT OPEN TO ALL IDEAS

"We've frequently put up things we knew might be unpopular because we thought it was the right thing to do. Sometimes they're accepted, sometimes some other decision is made, and I think what we have to address is why the staff have this perception. I think that could be because they don't see the whole of the process. It's a relatively ad hoc process ... One of the ways forward on this might be to have a bit more formality ... whereby we share minutes with more of the staff so they could see the whole of the discussion."

BOE'S KING ON SHARP SHIFT OF TONE

"We made what we thought was a realistic change to our judgments about where the balance of risks lies...

"I think we should have done it earlier and we didn't. I think there are times where you debate something and you finally decide, well look, our judgment really has to change now. And we wanted to make clear that we did not think that the balance of risks was appropriately reflected in previous inflation reports and that we felt that this was a much more accurate reflection of where the committee was coming at.

KING ON MONEY SUPPLY WITHOUT QE

"I do feel, and I would look at this through what has happened to the figures of core money, with the absence of what we had done, I would have expected a contraction in core money and that would have taken us into very serious territory.

KING ON QE AND INFLATION

"In more normal times you might expect that an expansion of reserves would feed through to an expansion of broad money, hence to demand spending and then ultimately inflation. That is not happening at present. If we saw any sign of that happening that would be the moment to make a sharp change to the size of central bank reserves that we have created."

KING ON TOUGH CALL AHEAD ON TIGHTENING POLICY

"The judgment about how much to raise bank rates or how much to engage in asset sales, and the knock-on effect of that on long-term interest rates, will be difficult to gauge in advance and will determine the outcome of policy. So there's a very difficult policy judgment to be made down the road, first as to when we start tightening monetary policy, and then how rapidly we tighten monetary policy. But I don't think it's a debate about how we would do it. But the very difficult judgement which I'm sure my successor will help the committee find the way through, that will be a tough judgment."

FISHER ON QE

"Having been to the States, the evidence I've had there from market contacts is that QE easing seems to be working more strongly now there than it did in the earlier phase- through the similar sorts of portfolio balance channels."

KING: GILT COUPONS PAID TO BOE IS GOVT'S MONEY

"I thought it had no impact at all on the long-run fiscal position and there was no benefit to the taxpayer from making this change. That what you might gain in one year on the published accounts, you would lose on the subsequent year and that view I made very clear.

"But it was their money and it's not for me to say what they should do with their money, or how they publish their accounts."

KING ON COUPON PAYMENT

"Any move of this kind is likely to attract a good deal of cynical comment from our press ... It's very clear ... that this does not give anyone an option. It merely is taking cash in one year with a clear commitment to have to repay it in the next and any impact it has on borrowing this year will be offset by other things being equal a higher borrowing need down the road. It doesn't have any impact on the long-term fiscal position."

KING ON DECISION TO TRANSFER FUNDS

"We accepted that the money belonged to the Treasury and they were entitled to have the money back. Consequences of that in terms of the presentation of the public accounts, and the concerns that you and others have raised -- that it may be a method of misleading people about the public accounts -- is entirely a consequence for the Treasury to face up to. That is not for the Bank ...

"Usually we don't stray into fiscal policy territory. This is about presentation of public accounts, and I do not want to dissuade you from looking into that and raising it with the Treasury, but it is a matter for the Treasury. They are entitled to publish their accounts in the way that they want. And you're entitled to challenge them about whether those accounts are misleading or not."

5-Year-Old Hospitalized After Getting Shot in the Bronx - WPIX

A 5-year-old girl Hailey Dominguez was on her way home from a family baby shower was shot in the stomach by a stray bullet early Sunday morning.

She was outside the courtyard of her apartment building around 1 a.m. on Hughes Avenue in the Tremont Section.

Little Hailey was rushed to St. Barnabas Hospital then brought to Columbia Presbyterian, where she was listed in stable condition after being put into an induced coma.

Neighbor Janet Flores who does not speak English but says she woke up to a loud noise. Police have been talking to family members looking for clues.

There are several cameras around the building and it is possible they hold evidence. Neighbors also say Hailey was dancing at the baby shower and even when the bullet pierced her stomach she was strong and said ?I am okay? without a tear falling.

Pocket survival kits can really come in handy. When you need help in a hurry you will have the help you need to get by until you can get some real help. A survival kit can help you to literally stay alive in a dire situation.

You can find yourself in a situation where a survival kit is necessary when you are on a long drive or when you are camping, hiking, hunting, boating or any other outdoor activity that may leave you stranded and in need of help.

Long Car Rides

If you plan a road trip with you family it is strongly suggested that you take along a survival kit with you. A survival kit can save your life! If you were to get stranded it would not be the first time that a family was stranded and needed some help to get through a day or two.

The Kit

Your kit does not have to take up a lot of room to be effective. You can actually purchase a kit for a few dollars although it is easy to make your own kit. There are few categories that you need to consider:

Food
Shelter
Fire
Medical
Cutting
Signaling

You want to use a waterproof pouch a big food storage bag works well. Than you want to consider what goes in the bag. Food is important, of course you want your survival kit to be portable so energy bars and some trail mix works well.

Shelter can be something as simple as a folded up trash bag. Matches or a lighter will cover the fire. A small first aid kit. You will need a knife and finally something to be able to signal with. If you have room a flashlight is always nice to have, sterno's are also nice to have as well. A small note pad with a pen is also a good idea so you can leave notes behind if you have to leave where you are.

With these basic items you can stay alive for at least a few days. Always remember the rules of three you can live for three hours out in the elements if it is below freezing, three days without water, three weeks with out food if you have some shelter and some water. So shelter and water are always the first concerns. The right basic survival kit can keep you alive!

Sen. Lindsey Graham Rejects Susan Rice's Self-Defense

Sen. Lindsey Graham, R-S.C., said today he does not believe that U.S. Ambassador to the United Nations Susan Rice relied on the most accurate information from the intelligence community when she provided a public explanation for the attack on the U.S. consulate in Benghazi, Libya.

"I'm increasingly convinced that the best and current intelligence assessment on 16 September went against the video. The video was a political smokescreen," Graham said on "This Week With George Stephanopoulos." "The actual facts were this was a coordinated, pre-planned terrorist attack."

Speaking at the United Nations on Wednesday, Rice said that some of the attacks leveled against her by Republican lawmakers were "unfounded."

"When discussing the attacks against our facilities in Benghazi, I relied solely and squarely on the information provided to me by the intelligence community. I made clear that the information was preliminary and that our investigations would give us the definitive answers," Rice said.

Graham rejected that explanation again today.

"My belief is that there was a mountain of intel to dispute the video characterization," Graham said on today. "There was really no intel saying this was a spontaneous event."

Asked whether he would oppose Rice's potential nomination as Secretary of State, Graham would not repeat his past assertions that she should be disqualified for the post if President Obama chooses to nominate her.

"When she comes over, if she does, there will be a lot of questions asked of her about this event and others," Graham said. "But I do not believe the video is the cause ? I don't believe it was ever the reason for this. That was a political story, not an intel story, and we're going to hold people accountable."

Earlier this month, Graham had said that because of the explanation Rice gave for the Benghazi attack, he was "dead set" on making sure Rice isn't "promoted."

On Sunday he added that he would pursue an investigation into Benghazi "like we got to the bottom of Iran-Contra," referring to the 1980s scandal when the Reagan administration made a secret deal with Iran to sell them weapons in exchange for the release of American hostages held in Lebanon, and some of the money from the sale was diverted to support the Contra rebels fighting the Sandinista government in Nicaragua.

"We're not going to let up on this," he said.

Democratic Sen. Dick Durbin insisted that Republicans are unfairly focusing on Rice's statements after the attack.

"If this were an NFL game, the critics of Ambassador Rice would be penalized for piling on," Durbin said. "For goodness sake, she got the report from the intelligence community; she dutifully reported it to the public, just exactly what we expect her to do.

"They had decided not to include the al Qaeda references so we wouldn't compromise our sources in Benghazi and in Libya," he said.
