Research Beagles Released as Pets

70 puppies were released after activists alerted the Indian government that the animals had been falsely described as 'pets' by a contract organization seeking to import them

Seventy beagle puppies originally intended for pharmacology research were released to adoptive families in India on Saturday, several weeks after activists alerted the Indian government that the animals had been falsely described as ?pets? by the contract research organization seeking to import them.

The company, Bangalore-based Advinus, had been receiving beagle shipments from the Chinese arm of Marshall BioResources, a major research animal breeder based in North Rose, New York, since at least 2010. As Nature?s news blog reported last month (see ?Research dogs shipped to India under airline?s radar?),?the dogs, which are a sought-after breed for toxicology research because of their docility, were flown to companies in India and Japan by Cathay Pacific, which refuses to transport research animals. Marshall had represented the dogs to the airline as being for ?breeding? and ?genetic research? purposes. ?They won?t be hurt or killed as lab animals,? the Chinese arm of Marshall wrote to the airline.

Scott Marshall, the president and chief executive of Marshall BioResources, said last month that he needed to investigate the matter and would have no comment until he did. He did not respond to two additional e-mailed requests for comment this week.

The pups had been in quarantine in Chennai since the Cathay Pacific flight from China landed on 19 October. People for the Ethical Treatment of Animals in India obtained a photo of them and additional documents indicating that they were intended for research use at Advinus, and reported the information to the Indian government?s Committee for the Purpose of Control and Supervision of Experimentation on Animals. The committee investigated and, on Saturday, as The Times of India reports,?the government released them for distribution to adoptive owners by Blue Cross and People for Animals, two animal groups in Chennai. India resents U.S. plea of immunity for ISI in civil suit

?People who organised and perpetrated 26/11 should be brought to justice?

India has expressed extreme disappointment on the U.S. taking the position that Pakistan?s Inter-Services Intelligence agency be accorded immunity from a civil suit filed in a New York court on the 26/11 Mumbai terror attacks.

?It cannot be that any organisation, state or non-state, which sponsors terrorism, has immunity,? noted Foreign Office spokesperson Syed Akbaruddin. He was responding to a query on the ?Statement of Interest? filed by the U.S. State Department on immunity for the ISI and two former Director Generals of the agency in a civil case of wrongful death filed by U.S. family members of the victims of the terror attacks.

Mr. Akbaruddin said it is of vital importance that justice is done. ?People who organised and perpetrated this horrible crime should be brought to justice, irrespective of the jurisdiction under which they may reside or be operating. Our position has been made known to the United States consistently,? he said, while declining to go into the motives for this stand.

?A matter of concern?

?India isn?t a party to the civil suit filed in the Eastern District Court of New York. The details of what was conveyed to the court by a sovereign government are a matter for that government to explain,? he said. From India?s perspective, the stand taken by the U.S. government was ?a matter of abiding concern.?

The Foreign Office said this stand, when viewed against assurances by the leadership of the U.S. to counter terrorism, dismantle terrorist infrastructure in Pakistan and bring the people responsible for the Mumbai terror attacks to justice, is a cause for serious disappointment.

The State Department told the New York court that, ?in the view of the United States, the ISI is entitled to immunity, because it is part of a foreign state within the meaning of the FSIA (Foreign Sovereign Immunities Act). Furthermore, the Department of State has determined that former Director Generals Ahmed Shuja Pasha and Nadeem Taj are immune because the plaintiffs? allegations relate to acts that these defendants allegedly took in their official capacities as directors of an entity that is undeniably a fundamental part of the Government of Pakistan.

?Because foreign sovereign immunity and foreign official immunity provide an adequate basis upon which to handle this case with respect to the ISI and former Directors General Pasha and Taj, the United States takes no position on the political doctrine issues that are also presented in this case,? said the 12-page affidavit in response to the court case.

The suit was filed by American survivors of 26/11 against ISI chiefs, Ahmed Shuja Pasha and Nadeem Taj, besides LeT leaders, Mohammed Hafiz Saeed, Zaki-ur-Rahman, Sajid Mir and Azam Cheema.

Cliff talks hit a lull with Boehner's 'Plan B'

WASHINGTON (AP) ? Just two weeks from an economy-threatening deadline, fiscal cliff talks hit a lull Tuesday as House Speaker John Boehner announced that Republicans would also march ahead with their own tax plan on a separate track from the one he's been pursuing with President Barack Obama.

The White House and leading congressional Democrats immediately rejected Boehner's "Plan B," which would extend soon-to-expire Bush-era tax cuts for everyone making less than $1 million but would not address huge across-the-board spending cuts that are set to strike the Pentagon and domestic programs next year.

"Everyone should understand Boehner's proposal will not pass the Senate," said Senate Majority Leader Harry Reid, D-Nev.

Boehner's surprise move came after significant progress over the past several days in talks with Obama ? talks that produced movement on tax rate hikes that have proven deeply unsettling to GOP conservatives and on cuts to Social Security benefits that have incensed liberal Democrats.

Just Monday, Obama offered concessions, including a plan to raise top tax rates on households earning more than $400,000 instead of the $250,000 threshold he had campaigned on. And the two sides had inched closer on the total amount of tax revenue required to seal the agreement. Obama now would settle for $1.2 trillion over the coming decade while Boehner is offering $1 trillion.

By contrast, protecting income below $1 million from a hike in the top tax rate from 35 percent to 39.6 percent would raise only $269 billion over the coming decade.

But the outlines of a possible Obama-Boehner agreement appeared to have shaky support at best from Boehner's leadership team and outright opposition from key Republicans like vice presidential nominee Paul Ryan, R-Wis., a House GOP aide said. That aide spoke only on condition of anonymity because the aide was not authorized to discuss the situation publicly.

Though Obama spokesman Jay Carney had nothing good to say about Boehner's new option, he said, "The president is willing to continue to work with Republicans" toward a broader agreement.

The narrower Plan B faced plenty of opposition. Democrats announced they would oppose it, and many conservative Republicans continued to resist any vote that might be interpreted as raising taxes. Republicans were refining the measure Tuesday in hopes of building support among the GOP rank and file, but passing the measure exclusively with GOP votes could prove difficult.

"I think it's a terrible idea," said Rep. Raul Labrador, R-Idaho. "For a lot of reasons."

Republicans noted that top Democrats like Minority Leader Nancy Pelosi of California and Sen. Charles Schumer of New York have in the recent past supported the million-dollar threshold for rates hikes. "We've had an election on the President's tax plan, the President won, and Republicans can't turn the clock back," said Schumer spokesman Brian Fallon.

Boehner's back-up plan would extend current income tax rates except for income exceeding $1 million, set a 20 percent tax rate on capital gains and dividend income for income over $1 million instead of 15 percent now, and retain current rules regarding the estate tax instead of tighter parameters sought by Obama.

It would also prevent an expansion of the alternative minimum tax that would otherwise hit 28 million middle- and upper-class Americans with an average $3,700 increase on their 2012 tax returns.

Several rank-and-file House Republicans said the message they heard at an evening caucus was that passing plan B would strengthen Boehner's hand in negotiating steeper spending cuts with Obama.

If the Senate decides not to vote on the House bill or ignores it, "That's not our problem," said Rep. Patrick Tiberi, R-Ohio. "The ball's in Harry Reid's court."

Democrats said Boehner's move made it clear he was abandoning efforts to reach an agreement with Obama ? much as he quit talks with Obama 18 months ago.

"Plan B is yet another example of House Republicans walking away from negotiations," said Rep. Chris Van Hollen, D-Md., top Democrat on the Budget Committee.

At the White House, officials remained cautiously optimistic that the talks could get back on track despite Boehner's maneuvering.

Boehner, however, said Obama is the one proving to be too inflexible, even as he held out hope that talks with Obama might yet bear fruit.

"He talked about a 'balanced' approach on the campaign trail," Boehner said. "What the White House offered yesterday ? $1.3 trillion in revenue for only $850 billion in spending cuts ? cannot be considered balanced."

Boehner also displayed new flexibility on the politically explosive issue of raising the Medicare retirement age from 65 to 67. Boehner said the idea ? anathema to Democrats ? didn't need to be dealt with this year but could be kicked over into a broader negotiation next year.

"That issue has been on the table, off the table, back on the table," Boehner said. "I don't believe it's an issue that has to be dealt with between now and the end of the year."

Just Monday, the Capitol bristled with optimism that Boehner and Obama might strike a bargain.

In a new offer, Obama dropped his long-held insistence that taxes rise on individuals earning more than $200,000 and families making more than $250,000. He is now offering a new threshold of $400,000 and lowering his 10-year tax revenue goals from the $1.6 trillion he originally sought.

The new Obama plan seeks $1.2 trillion in revenue over 10 years and $1.2 trillion in 10-year spending reductions. Boehner aides say the revenue is closer to $1.3 trillion if revenue triggered by a new inflation index is counted, and they say the spending reductions are closer to $930 billion if one discounts about $290 billion in lower estimated debt interest.

The two sides also differ on the estate tax, extending unemployment benefits and how to address the need to raise the government's borrowing cap to prevent a first-ever U.S. default and a re-run of last year's debt crisis.

The White House was facing its own backlash, with labor, liberal and elderly advocacy groups mounting an organized campaign against any adjustments in cost-of-living for Social Security beneficiaries.

"President Obama and other Democrats campaigned saying Social Security doesn't affect the deficit," said Roger Hickey, co-director of the liberal Campaign for America's Future. "Social Security recipients are going to notice and they are either going to blame John Boehner or President Obama."

The change would reduce annual cost-of-living increases for beneficiaries of Social Security and other government programs. It also would push more people into higher tax brackets by making smaller annual adjustments to brackets.

The administration appeared confident that most Democrats would reluctantly vote for the idea in an attractive enough budget package, particularly one that has the backing of Obama.

"I think many of us still have faith that the president will ultimately, if he strikes a deal with the Republicans, give us a plan that we can vote on that provides that fairness and balance," said Rep. Xavier Becerra, D-Calif.

White House spokesman Carney described the inclusion of the inflation adjustment as "a technical change" that was "not directed at one particular program." He also said that if instituted, the administration would ensure that the most vulnerable beneficiaries would not be affected.

Environmental consulting firm sues federal drilling regulators over ...

An environmental consulting firm has filed suit against federal energy regulators to halt the Obama administration's new five-year plan for auctioning offshore oil and natural gas drilling leases on the outer continental shelf, the first leasing plan approved since the 2010 Gulf oil spill.

The lawsuit, filed Monday in U.S. Circuit Court of Appeals for the District of Columbia by the Center for Sustainable Economy, maintains that the Bureau of Ocean Energy Management used a flawed analysis to rush ahead with the leasing program in violation of several federal environmental laws.

John Talberth, the president and senior economist at the non-profit public interest consulting firm, said in a statement that the the untapped reserves "should only be developed when and if it makes compelling economic sense to do so," and accused the Obama administration of "rushing headlong into a program that will put our shores and oceans at risk and do nothing at all for America's energy security."

The five-year leasing program includes 15 scheduled sales in offshore areas in the Western and Central Gulf of Mexico, as well as portions of the Eastern Gulf, as well as the Chukchi Sea, Beaufort Sea and Cook Inlet, offshore of Alaska. Regulators estimate the program has the potential to produce 5.75 to 14.3 billion barrels of oil equivalent.

A spokesman for the Interior Department, which oversees the Bureau of Ocean Energy Management, said Monday that the department does not comment on pending litigation.

The suit contends that regulators did not consider "economic, cultural, social, subsistence, and environmental values of the renewable and nonrenewable resources" located in areas that would be affected by the proposed drilling, as well as the "potential impacts of oil and gas leasing and development activities."

Last month, more than 20 million acres off the coast of Texas were offered in the first lease sale scheduled as part of the program. It garnered about $133.8 million from 13 companies that submitted high bids for 116 offshore drilling tracts

In March, federal regulators plan to auction another 38 million acres in the Central Gulf, which will include about 7,250 federally-owned drilling tracts in water depths of nine to more than 11,115 feet.

Today, we're looking at the fruits of their efforts: Trustonic; a word which snappily captures the essence of what's at stake (trust-onic) and which you may soon encounter in connection with your next-gen smartphone, Mastercard payment app or 20th Century Fox DRM'd media.

What does Trustonic do, exactly? Pretty much what Mobicore already does in the Galaxy S III, or what Trusted Foundation does inside an Tegra-powered tablet: it allows certain pieces of software to tap into hardware-level encryption and authentication, courtesy of the TrustZone silicon that many ARM chips already contain, thereby removing many of the risks associated with malware and other intrusions within the mobile OS. As far as we understand it, the key difference with Trustonic is that it won't require direct input from OEMs like Samsung and NVIDIA, but will instead be more readily accessible to any banking, payment or DRM service that is willing to pay for a key. In return, the service would get enhanced security and faster logins for its users, who'd only need to enter a short, locally-verified PIN rather than wading through cloud-based steps to prove their identity. Indeed, perhaps that's where the tonic comes into it.

In light of the tragic events that happened in Connecticut on Dec. 14, 2012, the news and nation are focusing a lot on mental disorders.

According to the National Association on Mental Illness, ?mental illnesses are medical conditions that disrupt a person's thinking, feeling, mood, ability to relate to others and daily functioning.?

In order to be diagnosed with a mental disorder certain criteria must be met, according to the Diagnostic and Statistical Manual of Mental Disorders, 4th Edition, more commonly known as the DSM IV. This manual is updated by the American Psychiatric Association.

Mental disorders range from the more common anxiety and depression to lesser known ones such as schizophrenia, bipolar and borderline personality disorder.

There are several factors that go into their development including genetics, upbringing, environment, life experiences, drug use, trauma, and certain medical conditions.

Severity of the condition depends on the person, and every person is different and is affected by different triggers.

Some mental disorders can be temporary, such as a depressive reaction to a divorce or death, while others are lifelong.

It is important to note that there are a number of successful treatment options for those who seek help, but the treatment will depend on the person and the condition.

The person who occasionally experiences anxiety may need short-term medication options or counseling for coping skills when a panic attack sets in. Others may need more serious long-term medication and counseling.

Testing for other medical conditions is important as well, such as Vitamin B12 or vitamin D deficiency, hormone imbalances, or a thyroid disorder.

It is also important to note that while millions can identify with some degree of a mental disorder, 1 in 17 Americans actually have a serious mental illness and it can affect anyone regardless of age, gender or ethnicity.

Help is available and there are a number of resources, groups and hotlines for those who need it. It just takes that first step.

NBC's Richard Engel released in Syria, a journalist danger zone

? A daily summary of global reports on security issues.

NBC News Chief Correspondent Richard Engel and three members of his production crew were released safely from captivity last night, five days after being kidnapped in Syria, the news network reports. It is unclear who is responsible for the kidnapping, but the episode highlights the dangerous nature of reporting in war-torn Syria, a country the Committee to Protect Journalists (CPJ) dubbed the deadliest place for journalists this year.

NBC reports that Mr. Engel?s captors have not been identified but are ?not believed to be loyal to the Assad regime.? Engel and his team went missing after crossing into Syria from Turkey last week, and there had been no communication with the network ? neither requesting ransom nor laying claim for the kidnapping ? while the team was in captivity.

After entering Syria, Engel and his team were abducted, tossed into the back of a truck and blindfolded before being transported to an unknown location believed to be near the small town of Ma?arrat Misrin. During their captivity, they were blindfolded and bound, but otherwise not physically harmed, the network said.

Early Monday evening local time, the prisoners were being moved to a new location in a vehicle when their captors ran into a checkpoint manned by members of the Ahrar al-Sham brigade, a Syrian rebel group. There was a confrontation and a firefight ensued. Two of the captors were killed, while an unknown number of others escaped, the network said.

Engel and his team have since re-entered Turkey and say they were unharmed in the incident, NBC reports.

Syria?s conflict began in March 2011 after a government crackdown on protests calling for President Bashar al-Assad to step down. The violence has spiraled into a bloody civil war that has claimed the lives of close to 40,000 people and displaced hundreds of thousands of people, according to the United Nations refugee agency.

But, according to The Wall Street Journal, ?the multiplying of militias on both sides of the conflict has quickly and vastly complicated the scenarios for how fighting might end or a political transition may be negotiated, and what may come next after the end of the regime.?

"The civilian militias to come out of this conflict are going to make Hezbollah [in Lebanon] look like a walk in the park," Joseph Holliday, a senior research analyst at the Institute for the Study of War in Washington, told the Journal. Syria is not simply seeing a faceoff between government forces and rebel fighters, but the involvement of Al Qaeda-linked fighters and Iranian militants have also been noted.

CPJ projects that 2012 will be the deadliest year yet for journalists, with 67 journalist deaths registered through mid-December alone. The high numbers are in large part attributed to the conflict in Syria and how it has impacted local and international journalists trying to report there. Four international journalists were killed in Syria in 2012, but the majority of the 28 journalists killed there this year were local reporters, largely working online.

?This feels like the first YouTube war,? BBC Middle East correspondent Paul Wood told CPJ. ?There?s a guy with a machine gun and two guys next to him with camera phones.? Mr. Wood added that local journalists are facing multiple risks. ?We?ve seen pro-regime journalists targeted by rebels ? it is well known. But opposition journalists say the regime is intent on targeting them as journalists.?

The number of fatalities related to the Syrian conflict approached the worst annual toll recorded during the war in Iraq, where 32 journalists were killed in both 2006 and 2007.

Paul Wood ? who covered Iraq and numerous other wars, said the Syrian conflict ?is the most difficult one we?ve done.? Bashar al-Assad?s government sought to cut off the flow of information by barring entry to international reporters, forcing Wood and many other international journalists to travel clandestinely into Syria to cover the conflict. ?We?ve hidden in vegetable trucks, been chased by Syrian police ? things happen when you try to report covertly.?

With international journalists blocked and traditional domestic media under state control, citizen journalists picked up cameras and notepads to document the conflict ? and at least 13 of them paid the ultimate price. One, Anas al-Tarsha, was only 17 years old. At least five of the citizen journalists worked for Damascus-based Shaam News Network, whose videos have been used extensively by international news organizations.

Engel is an experienced reporter who reported on the Iraq war in its entirety and has ?covered wars, revolutions and political transitions around the world over the last 15 years,? according to NBC. But there are many factors making reporting by inexperienced journalists in high-risk countries like Syria increasingly common today.

In addition to the rise of Internet journalism, there are other factors like ?relatively cheap flights to some of the world?s trouble spots? and ?shrinking budgets for foreign news? that ?have dramatically reduced barriers to entry for would-be foreign correspondents,? reports the BBC.

For organisations working to improve the safety of journalists it?s a cause for increasing concern.

?There?s something of a worrying trend developing,? says Hannah Storm, director of the International News Safety Institute. ?I?m hearing it from people that have recently graduated. I?m seeing it on Facebook. And I see it sometimes when I talk to students in universities.

?It feels like now in places like Syria there are more and more people in their early or mid-20s with little or no experience - but with an overriding enthusiasm which makes them want to go out there and make a name for themselves, without taking the realities on board.?

Many of these young reporters are working as freelancers, which can create an additional risk. Freelance reporter Austin Tice has been missing since August when he was kidnapped near Syria?s capital, Damascus. The Monitor reports that the number of journalists kidnapped has gone up, and "with the rise in the number of reporters operating in dangerous places like Syria ? and with many parties seeing value in targeting them ? many expect the threat to persist,? reports the Monitor. However, while all journalists reporting in conflict zones can expect to face threats, the increasing number of freelancers can make working in places like Syria ?particularly acute, as they are often operating without significant institutional backing and experience.?

"More and more of those journalists are freelancers because of the nature of the changing field," El Zein says, referring to the rise in the number of freelancers reporting in dangerous places, traditionally more a world for journalists on the staff of major publications.

"Especially in Syria, the risks are very high for journalists, and a freelancer going in there without any support structure ? it can be very risky and daunting."

Not only is it safer, but electricity and Internet access are a sure thing,? he writes.

The commute made my job of writing and filing stories easier, but it also made for a surreal reporting experience. In one afternoon, I might find myself taking cover as windows blew out around me in a bombing. By that evening, I'd be back in Kilis getting my hair cut in a barbershop where a miscommunication led to an accidental mud facial mask.

I've always thought the hardest part of conflict journalism is the anxiety you feel before and after an assignment. When you're navigating a war, you're too busy to think about the what-ifs. Commuting in and out every day creates one of the strangest cycles of stress and decompression I've ever experienced.

Police: 4 face treason, terror charges in S.Africa

JOHANNESBURG (AP) ? Four white men in South Africa face treason and terrorism charges over an alleged plot that included plans to attack the ongoing African National Congress political party convention and kill President Jacob Zuma and others, authorities said Tuesday.

The organizers called their plan "the Battle of Mangaung," using the ANC's name for its meeting in the central city also known as Bloemfontein, prosecutors said. They planned to use mortars and machine guns to kill leaders, possibly at a dining hall the men previously took photographs of at the University of the Free State, where the leadership meeting is being held, officials said.

The men were arrested in different locations across South Africa on Sunday, Brig. Billy Jones of the South African Police Service told The Associated Press on Tuesday. He confirmed the men were found with weapons, but declined to offer specifics.

"They found evidence supporting the investigation," Jones said. Investigators and prosecutors "are really protecting the investigation to ensure they get the conviction."

Police confirmed Monday they made the arrests, but at that time offered contradictory information about the men's plans and targets. On Tuesday, prosecutors identified those arrested as Mark Trollip, Johan Prinsloo, Martin Keevy and Hein Boonzaaier during a court hearing in Bloemfontein, the South African Press Association reported. Prosecutors said the men planned to create a new movement called the Boere Party, a word that means 'farmer' in Afrikaans, and is sometimes used to refer to whites.

Some fringe groups support a return of racist apartheid rule in South Africa, a nation where white-dominated governments ruled for centuries before the country's first truly democratic elections in 1994. In July, a judge began handing down guilty verdicts in a long-running trial over the plans of a small, white extremist organization, called Boeremag, to launch a bombing campaign and assassinate then-President Nelson Mandela in the 1990s.

It is unclear how far along the planning was for this alleged attack or if the men posed a credible threat to the ANC and the nation's leaders. The ANC conference in Bloemfontein has been subject to tight security screenings since it began Sunday.

The ANC, which was once the main liberation movement challenging apartheid, has been the nation's governing party since the 1994 elections. President Jacob Zuma, 70, overwhelmingly won re-election as the ANC's president Tuesday after facing a challenge from his deputy Kgalema Motlanthe.
