Slovenia PM: No bailout needed

(AP) ? Slovenia's prime minister insisted that the Alpine nation does not need a bailout from the European Union, despite a crippling banking crisis that has unnerved investors and caused political gridlock.

Prime Minister Janez Jansa said Thursday that Slovenia can overcome the threat of bankruptcy on its own by quickly passing banking reform legislation and spending $3 billion to $4 billion euros buying bad debt from state-owned banks.

In an interview with The Associated Press on the sidelines of the annual gathering of world leaders at the United Nations, Jansa said his government is "determined to do everything that's possible" to prevent the need to ask for foreign assistance.

"We don't need money from the European stability mechanism," he said. "Of course we need structural reforms which were neglected during the past."

Once the richest of the six former Yugoslav republics, the Eurozone nation has been hit with a severe recession. Slovenia's real estate bubble burst after the 2008 global financial meltdown, much like Spain, which is under pressure to seek a rescue package.

Slovenia's debt-to-GDP ratio is under 60 percent, Jansa said. By comparison, Spain's debt ratio is to 75.9 percent, according to figures published this month by the Bank of Spain.

Jansa said his government wants to start buying up bad debt from banks by the end of the year. Slovenia also plans to sell bonds later this year.

Parliament "is starting to take all necessary measures to pull Slovenia from dangerous water," he said. "We have to stabilize our banking system. This is the most important short-term measure."

Along with an overheated construction sector, Jansa blamed the crisis on the reluctance of past governments to privatize banks after Slovenia broke away from Yugoslavia.

Jansa also said the severity Europe's financial crisis was underestimated, which only prolonged the political stalemate in Slovenia, when the previous government should have been acting quickly to enact reforms.

Along with continuing to reduce its budget deficit, Jansa said Slovenia must past pension and labor reform to "send appropriate signals to financial markets."

The prime minister said he was confident his center-right government could push pension reform through a bitterly-divided parliament, and that it could survive a referendum if one is called.

Last year, a center-left government failed to pass pension and labor reform. Jansa said his government's proposed pension reform was more palatable because it focused on increasing the number of years Slovenians must pay into the pension system, from 35 years to 40, instead of merely increasing the retirement age to 65, as the failed measure did.

Jansa will need to negotiate with the opposition, which might be less willing to cooperate after Slovenia's main opposition leader, Zoran Jankovic, was among five people briefly detained Thursday in an alleged multimillion-dollar corruption investigation into the building of a sports complex.

Jankovic and his center-left Positive Slovenia coalition won the most votes in a parliamentary election last December. But he failed to form a government and a center-right coalition led by Jansa, his longtime rival, took power.

After declaring Thursday in his address to the United Nations General Assembly that "freedom of speech is fundamental in a democracy," Jansa said there was no campaign to silence his opponents and critics.

"First, I cannot comment on concrete actions of the police and other state authorities. It would be unfair," he said. "Second, freedom of speech has nothing to do with corruption."

Jansa faces his own corruption investigation. A bribery probe is examining a deal to buy military vehicles from Finnish company Patria in 2006, during his first term as prime minister. He dismissed the charges as false.

In his General Assembly address, Jansa proposed strengthening enforcement of the 1951 U.N. Genocide Convention. He told The AP that he was motivated by the U.N.'s inability to stop the genocide in Bosnia, and that the deaths of nearly 30,000 people in Syria were "clear proof" that a legal enforcement mechanism of the Genocide Convention is needed.

Russia and China have blocked three Security Council resolutions that could have led to sanctions on Syria.

"It's not too late to stop the conflict, we can still save tens of thousands of lives," he said. "As Secretary-General Ban Ki-Moon stated Monday, we have to add some tools. Otherwise, everything is stuck with the situation in the Security Council."

?You may find your property is hit this year when you?ve never experienced any problems previously, and it?s vital that you don?t wade straight in without taking proper precautions.

?There may be hidden dangers in the flood water like sharp objects and raised manhole covers, and it may also contain sewage, chemicals and animal waste, so you must wear waterproof clothing, gloves, boots and a face mask.

?You need to bear in mind too that your electricity supply may still be switched on ? if so, don?t touch anything until a qualified person has been called to switch everything off at the mains.?

Dave said it was important to only start pumping water out of your property once the flood levels outside were lower than inside, to reduce the risk of structural damage.

?Ordinary household products are fine for cleaning and disinfecting your property, and a garden hose is useful for washing everything down, but don?t use high pressure hoses as they will blast contaminated matter into the air.?

Dave said householders should also ring their buildings and insurance company as soon as possible, as in almost all cases they will want to send a loss adjuster to look at the property.

?You should ask how long it will be before the loss adjuster visits, and whether you should clean the property yourself or if they will get a company in to do it for you. And always make your own record of flood damage by using a permanent ink pen to mark on the wall where the water has come to, and photograph or video your damaged property.

?If you don?t have insurance, your local council should be able to provide information on grants or charities that may be able to help you.?

Dave said flood repairs could take weeks or months to complete, especially if there had been widespread flooding and builders were overwhelmed with repair work.

?Ask your insurance company or landlord if they will provide you with temporary accommodation, but bear in mind that if many people are affected, your choices may be limited.?

Aggressive cancer exploits Myc oncogene to amplify global gene activity

ScienceDaily (Sep. 27, 2012) ? For a cancer patient, over-expression of the MYC oncogene is a bad omen. Scientists have long known that in tumor cells, elevated levels of MYC's protein product, c-Myc, are associated with poor clinical outcomes, including increased rates of metastasis, recurrence, and mortality. Yet decades of research producing thousands of scientific papers on the subject have failed to consistently explain precisely how c-Myc exerts its effects across a broad range of cancer types. Until now, that is.

The prevailing theory emerging from this massive body of research has been that in tumor cells, c-Myc affects the expression of specific genes or sets of genes -- that so-called Myc target genes are being selectively activated or repressed, leading to aberrant cellular behavior. Now, however, researchers in the lab of Whitehead Institute Member Richard Young are dispelling this commonly held notion, showing that elevated expression of c-Myc amplifies the activity of all expressed genes in tumor cells of multiple cancer types. It turns out that high levels of c-Myc send a tumor cell's gene expression program into overdrive. Transcription increases dramatically, allowing malignant cells to overwhelm factors that might normally hamper their growth and proliferation. This surprising finding, published in this week's issue of the journal Cell, provides a simple, elegant explanation for how a single protein can have such profound effect in so many and varied types of cancer. The newly revealed mechanism may also help scientists develop novel therapeutic approaches that disrupt c-Myc's activity.

"MYC is a key driver in most major cancers, but it has been notoriously difficult to drug," says Young, who is also a professor of biology at MIT. "Now that we know the mechanism by which c-Myc acts, we can go after the components of that mechanism as potential drug targets. This research creates an even stronger impetus to find a way to drug the thing."

One potential drawback to thwarting c-Myc's activity is the important role it plays in normal cell division. That role is so powerful that cells co-evolved an emergency death pathway to keep c-Myc expression in check. If c-Myc's production spins out of control in an otherwise normal cell, the cell immediately commits suicide through a process called apoptosis. But in cancer cells in which c-Myc is overproduced, this suicide pathway is compromised, allowing the cell to survive and proliferate.

"MYC is the most deregulated gene in cancer," says Charles Lin, a graduate student in the Young lab and co-author of the Cell paper. "It's been called a bad-boy, a Swiss army knife, and a jack-of-all-trades because, according to previous research, it could do everything under the sun in a cancer cell. But most of the different attributes ascribed to MYC are contradictory or seemingly incompatible."

Propelled by its earlier research that identified c-Myc as an important regulator of transcription in embryonic stem cells, the Young lab began to focus on c-Myc's activity within cancer cells. Lab members found that as the expression of c-Myc increases in these cells, the protein attaches to the promoters and enhancers of all active genes, thereby amplifying the active genes' transcription. The heightened transcription produces cells bloated with excessive RNAs and proteins capable of altering normal cellular functions. Researchers observed this phenomenon in cells from a host of cancers, including Burkitt's lymphoma, small cell lung cancer, multiple myeloma, and glioblastoma multiforme.

"The previous research now makes sense -- finally!" says Jakob Lov?n, co-author and postdoctoral researcher in the Young lab. "Our findings provide a way to unify everybody's seemingly conflicting data. I think that's really nice. Instead of saying 'you're all wrong,' we're saying 'you're all right, and here's why.' The model makes a lot of sense in terms of the biology that has been described so far."

With a better understanding of how c-Myc can wreak so much damage, the Young lab is turning its efforts to disrupting c-Myc's activity. Although cancer cells that overproduce c-Myc are associated with poor clinical outcomes, their reliance on c-Myc for survival may represent an Achilles' heel. When these "Myc-addicted" cells are deprived of c-Myc in vitro, even for a short period of time, they quickly die. Research in mice has shown that, Myc-addicted tumors deprived of the protein shrink dramatically. Despite c-Myc's necessary role in normal cell division, particularly in tissues with rapid cell turnover, such as the intestine and blood, these mouse studies have shown that if c-Myc activity is restored after a brief period, normal tissues quickly bounce back, while tumors are unable to regain their footing.

"So what we think now is that potentially, if drugs can tune down the levels of transcription just slightly, this might be catastrophic for the Myc-addicted cancer cells," says Peter Rahl, co-author and postdoctoral researcher in the Young lab. "You wouldn't need to abolish all transcription because that would be toxic to your other cells. So we're hoping that our model will show us ways to create a therapeutic window where the Myc-addicted cells just won't be able to adapt to lower levels of transcripts."

Manuel Cunha has been fighting for three decades to persuade the federal government to provide more legal immigrant workers for farmers in California'?s verdant San Joaquin Valley. So he was initially excited when President Obama announced in June that he would suspend the deportations of hundreds of thousands of young illegal immigrants.

But after reading the program'?s fine print, Mr. Cunha is telling the growers and small-business owners he organizes to proceed with caution.

Immigrants applying for two-year deportation deferrals can ask employers to verify their job status as one way to meet a requirement showing that they have lived for at least five years in the United States. But employers who agree to those requests could be acknowledging that they knowingly hired an unauthorized worker --? a violation of federal law. Mr. Cunha fears that the enforcement authorities could one day use the information in their files to prosecute the employers.

"The Department of Homeland Security ?is not friendly at all to us,"? said Mr. Cunha, the president of the Nisei Farmers League, which is based in Fresno, Calif. ?"We have seen agriculture being audited and targeted. For the workers, after two years this program could end. And then the agency could go after the employers for hiring illegal aliens.?"

Mr. Cunha said the message from Obama administration officials was "Just trust me.?" His reply: ?"No, no, there is no more trust.?"

The minefield for employers is one of the hazards that have appeared in the deferred deportation program since the agency in charge, Citizenship and Immigration Services, began receiving applications on Aug. 15. In the first month, the agency, which is part of the Homeland Security Department, logged in more than 82,000 applications, a figure that officials say shows that the program is advancing at a fast pace.

But with more than 1.2 million young immigrants estimated to be immediately eligible, some immigrant organizations say the application numbers are lower than they expected, in part because of unexpected pitfalls.

To qualify, illegal immigrants must have been under 31 years old on June 15, when Mr. Obama announced the program. They must show that they came to the United States before they were 16, have been here for at least five years and were in the country on June 15. They must also be enrolled in school or have a high school diploma or be honorably discharged from the military, and pass criminal background checks.

If approved, immigrants are granted what is officially known as deferred action, and separately they receive legal work permits. But they do not gain any legal immigration status.

A particularly tricky dilemma is facing farmers and other businesses nationwide that rely on low-wage labor. Many young immigrants work part time to help pay for college. Others are working after dropping out of college, unable to get tuition discounts or financial aid because of their status. According to the Migration Policy Institute, a research group, about 740,000 immigrants eligible for deferment are in the work force.

"?If you have actual knowledge that an employee is not authorized to work, you can'?t employ them,"? said Greg Siskind, an immigration lawyer in Memphis who has advised businesses on how to respond to job verification requests.

"A lot depends on how an employee poses the question," said Tamar Jacoby, the president of ImmigrationWorks USA, an organization of small businesses that employ immigrants. "Those who ask for verification for deportation deferrals are admitting to being unauthorized workers. They might eventually obtain a permit to work legally, but in the meantime, the employer might have to fire them," Ms. Jacoby said.

The immigration agency issued new guidelines this month confirming that businesses could provide verification for deferred deportation applicants. This information will not be shared with the enforcement authorities ?unless there is evidence of egregious violations of criminal statutes or widespread abuses,? the guidelines say.

Peter Boogaard, a Department of Homeland Security spokesman, said the agency is seeking to focus enforcement resources on threats to public safety. He said officials would investigate if workers? applications pointed to ?widespread patterns and practices of unlawful hiring? or ?abusive employers who are violating other criminal laws.?

Neither Ms. Jacoby nor Mr. Cunha was comforted. ?"That'?s a safety net with a lot of holes in it,?" Ms. Jacoby said. She urges advocates to tell applicants not to mention the deferment program when asking for job verification.

The immigration service also clarified a section of the application that had asked immigrants to list Social Security numbers they had used. It is common for them to use fake Social Security numbers, or sometimes real numbers belonging to another person. On an official application, such numbers could be evidence of fraud or even identity theft.

The form is asking only for numbers ?that were officially issued to you by the Social Security Administration,? the new guidelines say.

Department of Homeland Security officials ?are not conferring immunity on anyone,? an administration official said. ?But they are not interested in using this as a way to identify one-off cases where some individual may have violated some federal law in an employment relationship.?

Samsung's Tablet Ads Are CRUSHING iPad's - Business Insider

New analytics by Ace Metrix reveal that when it comes to tablet ads, the iPad has nothing on the Samsung Galaxy Note.

In fact, Apple didn't even make the list of the 10 Most Effective Tablet Ads of 2012 to Date. Samsung took up six spots, including the top three rankings.

However, the ads' effectiveness apparently didn't have any bearing on actual tablet sales. Samsung has only sold 10 million Galaxy Notes worldwide whereas earlier this year Apple was estimated to sell over 50 million iPads in 2012.

Furthermore, the Galaxy Note is very different from an iPad when you consider that, well, it's also a phone. Ace Metrix told Business Insider that the Galaxy Note was included on the list because it's the only phone that's being marketed as both a smart phone and a tablet. The Galaxy Note is 5.3 inches and barely fits in a pocket, after all.

The Galaxy Note 10.1, released last month, is a 10-inch tablet that is an iPad competitor. The device made the Ace Metrix list, and people apparently liked its ads more than the iPad's.

And if we're looking at phone ads, the iPhone's most popular ads with Zooey Deschanel and Samuel L. Jackson scored 653 and 645, which is still lower than the top four tablet spots on this list.

The rankings also clear up a separate tablet rivalry. While two Kindle ads made the list, the Nook was conspicuously absent.

Ace Metrix measures how more than 500 randomly selected Americans react to all national TV ads based on watchability, relevance, persuasion, attention, information, etc. Scores range from 1 (absolutely horrible) to 950 (it's a regular on your YouTube queue).

Famous begging dolphin found dead

A dolphin known as "Beggar" for his tendency to approach boaters for food has been found dead, possibly as a result of his poor diet.

Beggar was found floating in the water near Albee Road Bridge on the Intracoastal Waterway in Sarasota, Fla., on Friday. His body was partially decomposed, making it impossible to determine the exact cause of death. However, the dolphin's digestive tract contained fishing hooks, squid beaks (not usual prey for dolphins in the area) and ulcers, suggesting that humans may have contributed to his demise.

According to the Mote Marine Laboratory, for the past 20 years, Beggar has been hanging out in the area where he was found dead. He was known to approach boats looking for food. During 100 hours of observations over several months in 2011, researchers with the Sarasota Dolphin Research Program observed Beggar interacting with humans 3,600 times. People tried 169 times to feed Beggar an impressive range of 520 foods, including beer and hot dogs. On 121 occasions, boaters tried to pet the dolphin. Nine times, they were bitten for their efforts.

Over the years, the dolphin became a poster child for why feeding marine wildlife is illegal. The behavior put Beggar at risk of getting hit by a boat, Mote reported, and other dolphins seemed to learn his bad behavior by watching him. [ Gallery: A Dolphin Success Story ]

It is illegal under the Marine Mammal Protection Act to feed or pet wild dolphins. Punishments include up to $100,000 in fines and up to one year in jail per violation.

The Sarasota County Marine Patrol brought Beggar's body in for a necropsy (animal autopsy) at Mote. Scientists found the dolphin had been struck by boats in the past; he had healed boat scars on his dorsal fin as well as several healed puncture wounds on his fins and body. He also had multiple broken ribs and vertebrae.

Beggar had not eaten much before death. Dolphin stomachs are made up of three compartments. In Beggar's first stomach compartment were three fishing hooks and fragments of fishing line. In his third stomach compartment, researchers found the squid beaks, suggesting human feeding with fishing bait, and several ulcers.

Beggar was also dehydrated, possibly because of his skewed diet, Mote reported. Two old stingray barbs were also embedded in Beggar's flesh.

"We can't say which of these many injuries was the ultimate cause of death for Beggar," Gretchen Lovewell, the manager of Mote's Stranding Investigations Program, said in a statement. "But all of our findings indicate that he was in poor health for a long time and that his interactions with humans played a role. Boat strike wounds, fishing hooks and line in his stomach ? even the squid beaks we found ? all of these things indicate that he was spending more time attempting to get food from humans than foraging on his own."

Libya's vow to rein in militias is immediately challenged

The Libyan government promised to bring under control or disband all militias, but within hours of the announcement, one group threatened to blow up the de facto government headquarters.?

The Libyan government said Saturday that all of Libya?s militias would be brought under government control or forced to disband within 48 hours, but was quickly challenged.

?We are disbanding all armed groups that do not fall under the authority of the government,? said President of the General National Congress (GNC) Mohammed Magarief. ?We are also banning the use of violence and carrying of weapons in public places. It is also illegal to set up checkpoints.?

Within hours, however, the government faced its first challenge from some of its insubordinate security forces and the extra-judicial militias.

On Saturday afternoon Libya?s Tripoli Rixos hotel was stormed by members of the Supreme Security Council (SSC) ? an amalgamation of security forces which fall under the jurisdiction of the interior ministry ? who threatened to blow it up. The Rixos Hotel serves as a de facto headquarters for the Libyan government.

The SSC men were angered by the lack of support they had received from the defense ministry following fierce clashes between the SSC and alleged Gadhafi loyalists in the town of Brak in central Libya.

Clashes between the two groups started on Wednesday after SSC members tried to arrest a number of Gadhafi sympathizers who had been celebrating Gadhafi?s ?Fateh Revolution Day? on Sept. 1.

Many of the SSC members are Salafists and the group is said to be sympathetic to the Muslim Brotherhood

In the arrest attempts they shot dead the sister of one sympathizer as they tried to arrest her brother at the family home. During the melee six people, mostly SSC members, were killed. There was a lull in the fighting on Thursday but on Friday deadlier clashes broke out again with the death of another 16 SSC members and the wounding of 50.

During the week preceding the bloody confrontations, tensions had been building in the town following the alleged mistreatment of locals by the SSC.

After running low on ammunition, the SSC men withdrew from Brak and returned to Tripoli with the bodies of their comrades. They then stormed the Rixos Hotel after claiming that Interior Minister Fawzi Abdel Al and Defense Minister Osama Juwaily had refused to provide them with weapons, more ammunition and ambulances despite promises made by the defense ministry.

The two men had also ignored their repeated requests for a meeting.

The incident ended without casualties.?

However, at least 14 people were killed and more than 70 wounded following the storming of several militia bases in Benghazi by thousands of unarmed, angry Libyans on Friday.

The attack on the militia bases followed a ?Save Benghazi? mass demonstration in the eastern city which was held to protest the deteriorating security situation in the city which has witnessed a spate of kidnappings, bombings and assassinations over the last few months.

Libyans have been angered by what they see as government complacency and even collusion in a number of militia attacks, including the targeting of Sufi shrines and mosques in several Libyan cities. However, the killing of US Ambassador Chris Stevens and three other Americans, allegedly by Islamists from the Ansar Al Sharia Militia, during the storming of the US Consulate several weeks ago was a trigger.

The Libyan government has been either unwilling or unable to control the hundreds of armed militias which still control large areas of the country.

Unarmed, thousands of protestors set the headquarters of Ansar Al Sharia ablaze, causing the gunmen to flee. They then moved on to several other militia bases which were not connected with the Islamists and forced the gunmen there to also flee.

The reprisals began early the next morning when the bodies of five soldiers from the defense ministry were found on the outskirts of Benghazi. They had been shot in the head, execution style, while their hands were tied behind their backs. A sixth member remains in critical condition in hospital.

The killing of the five soldiers, who were not related to any militia or Salafist group, was thought to have been carried out by militia members in revenge for what they said was the involvement of the army and police members in helping to orchestrate Friday?s protests which targeted them.

Xbox Music Pass Is Coming To Windows Phone 8 [IMAGE]

Fans of Microsoft?s Xbox Music Pass appear to be in luck, if they also plan on picking up one of the new Windows Phone 8 devices that will be hitting the streets shortly.

The Windows Phone 8 hype is beginning to reach a whole new level of, well, hype. We?re not too far away from new smartphones packing Windows Phone 8 reaching stores, and we?re still learning new and somewhat interesting things about what features will and will not make their way into those handsets.

Microsoft recently released its Windows Phone 8 SDK Preview to select developers, and a Hyper-V version of the Windows Phone 8 emulator was also seeded at the same time. It?s this emulator that has given us some encouraging news regarding Xbox Music Pass.

For those who don?t know, Xbox Music Pass is a Zune-like service that gives users access to millions of music tracks which can be streamed to a variety of devices. Turns out, thanks to the aforementioned emulator, that those who pick up Windows Phone 8 smartphones will also have access to Xbox Music Pass. Spotify just got some competition!

It remains to be seen what the state of play will be internationally, but it is worth noting that Zune never really found its way out of the United States, presumably due to licensing issues. Will Xbox Music Pass suffer a similar fate? Lets hope not.

One feature not confirmed but rumored, is something called ?scan and match.? Similar to Apple?s iTunes Match, this would let people scan their own music collection and then stream that from Microsoft?s cloud servers also.

We?re still playing something of a guessing game when it comes to Windows Phone 8, and the biggest question is still one of app support. Windows Phone 7 was widely liked for its unique approach to the mobile OS, but the lack of quality apps let it down. It remains to be seen whether the next generation of Windows Phone will suffer the same fate. Fingers crossed it?s a different situation this time around.
