Many players in the gaming industry anxiously await Congress?s decision to legalize online poker. As lawmakers make progress, industry experts are discussing who will be most impacted by new regulations. Many stakeholders want to be the first in line to implement online gaming.
Frank Fahrenkopf, chairman of the Republican National Committee, said that casinos want to a part of the industry as well. However, casinos believe that regulation should be pursued fairly and impartially. They do not want to have a competitive advantage over state lotteries or the Native American tribes fighting to get a share of the egaming market.
Fahrenkopf has stated that his position hasn?t changed since he began pursuing online gaming legislation. Although Fahrenkopf said he has always pursued a fair regulatory system for online gaming, he feels that state lotteries are skeptical of his intentions. He said state lotteries believe the casino industry wants to capture their market and threaten their profitability.
Gaming operators hold differing opinions as to whether or not online poker should be legalized at the federal level. The larger, multi-state casinos tend to support federal regulation, although there are a few outliers that are concerned it will cut into their revenues. State lotteries operating at the state level tend to feel threatened by the possibility of a federal regulation. They believe that federal regulation would create substantial more competition across state lines which would jeopardize state revenues. Many states rely heavily on revenues from lotteries to fund schools and other programs.
As a group, Native Americans hold the most diverse view on regulation. Their priority is ensuring the stability of one of their tribes few dependable sources of revenue. Some tribes believe regulation will create new opportunities, while others are concerned that it will threaten one of their largest sources of revenue.
Fahrenkop said casino operators might be open to operating online gaming venues on a state by state basis. He said much progress needs to be made before they can commit to anything, but that casinos are open to working with other stakeholder groups to ensure everyone has a fair shot at getting a piece of the action.
