President Barack Obama called House Speaker John Boehner late Friday and reiterated that he would not negotiate with Congress on raising the debt limit, a Boehner representative told Newsmax.

"The president called the speaker this evening to tell him he wouldn't negotiate with him on the debt limit," the spokesman said in a statement. "Given the long history of using debt limit increases to achieve bipartisan deficit reduction and economic reforms, the speaker was disappointed, but told the president that the two chambers of Congress will chart the path ahead.

"It was a brief call," the Boehner spokesman said.

Scots tourism cash for London a 'bizarre' idea

Professor John Lennon, director of the Moffat Centre for Travel and Tourism Business Development at Glasgow Caledonian University, dismissed Malthouse's argument as "bizarre," arguing it was not based on any sound evidence.

Malthouse - appointed by mayor Boris Johnson this summer as chairman of London and Partners, the city's official promotional organisation - said Scottish, Welsh and Northern Irish tourist chiefs should spend money on promoting London to attract more visitors.

He argued the countries were in danger of "cutting off their noses to spite their faces" by continuing to compete against London for visitors. Malthouse said more of Scotland's ?44 million tourism budget should be spent on a "London-plus strategy" - a joint marketing campaign.

In an interview with the Sunday Herald, Lennon, who is also vice-dean of Glasgow School for Business and Society, called Malthouse's ideas "flawed" and "weird".

He said: "The reality is, London is the gateway for the UK, the majority of tourists do come in through its three or four main airports. However, to not promote Scotland as a distinct identity and a brand, and to focus on London solely would be flawed to say the least.

"Scotland is full of universal icons that are internationally recognised and to not undertake marketing based on the established and well-known brand icons we have would be foolish in the extreme. The idea that we would take a budget devoted to focusing on national [Scottish] marketing and move it to focusing on the capital of another country in the UK, would be weird."

Figures from VisitScotland revealed that 57% of the 2.2 million overseas visitors who come to Scotland stay only in this country, arrive directly, and do not go to London.

Clare Gemmell, manager of West Dunbartonshire-based tourist attraction Loch Lomond Shores, said: "Clearly a cohesive UK tourism strategy is important but diverting Scotland's marketing budget to London in return for a vague promise that visitors will be sent 'up to Edinburgh' for 'a few days would be unreasonable.

"Loch Lomond Shores has enjoyed a phenomenally successful summer thanks in no small part to the money and effort which goes into promoting both Loch Lomond and Scotland as brands."

A spokesman from London and Partners failed to reply to Sunday Herald requests for comment.

Making Food From Flies (It's Not That Icky)

In the quirky little college town of Yellow Springs, Ohio, home to many unconventional ideas over the years, there's now a small insect factory.

It's an unassuming operation, a generic boxy building in a small industrial park. It took me a while even to find a sign with the company's name: EnviroFlight. But its goal is grand: The people at EnviroFlight are hoping that their insects will help our planet grow more food while conserving land and water.

They don't expect you to eat insects. (Sure, Asians and Africans do it, but Americans are finicky.) The idea is, farmed insects will become food for fish or pigs.

It all starts in a small greenhouse. "This is where we propagate our species," says Glen Courtright, EnviroFlight's founder. "Sometimes we call this the Love Shack."

I see rows of tall, cylinder-shaped cages. Flying around inside them, or sitting on the mesh walls, are some black insects that look a little like wasps.

Actually, they're flies: black soldier flies.

These flies live all over the American South, but they rarely bother people, and they don't spread disease. The adults are shy creatures. They can't bite. They can't eat (they live off the stored energy that they built up as larvae). All they really do is mate and lay eggs. That's what they're doing in these cages.

The eggs turn into hatchlings that are so tiny they look like dust. But in EnviroFlight's nursery, they grow a mass of wriggling larvae. Kimberly Wildman keeps them in stacks of plastic trays or buckets.

"If I were to feed them, it would feel like the bucket was practically melting," she says. "They give off that much heat."

The larvae are insatiable eaters. They can consume twice their weight each day, turning it into protein and fat.

They'll eat almost anything, which is the key to Courtright's business plan. These larvae are some of the world's great waste recyclers. "We make stuff go away!" he says.

Right now, most of the larvae here are feeding on waste from an ethanol plant. They're also happy to eat brewer's grain, which is left over from the beer-making process.

Scraps from a chicken nugget plant work even better, Courtright says. Such factories put out millions of pounds of chicken bits, breadcrumbs and oily sludge every year.

But it's possible to look at these larvae and dream even bigger. Think of slaughterhouses, for instance. Americans only eat 50 percent of a cow or a hog. The rest of the animal goes to industrial rendering plants, which turn that waste into a variety of products, including "processed animal protein" that's fed, in turn, to animals.

But black soldier fly larvae could consume that waste, too, without using nearly as much energy as rendering plants, Courtright says. He shows me a new experiment: He's turning the larvae loose on some leftover bits of chicken. "The bugs consume this material. Probably 90 percent of the material is consumed, and all that's left is a little bit of bone and sinew and fur."

No matter what they eat, the insect larvae in this building grow fat ? and then they go into a commercial oven.

Courtright opens the door of the oven and pulls out a tray. "So what we have here is cooked, dehydrated, insect larvae," he says. "It kind of tastes like a savory cracker without salt. You want to taste them?"

I pass. Courtright pops a handful into his mouth. "Not bad!" he says with a grin.

Honestly, though, Courtright has no ambitions to sell snack food. He wants to turn cooked larvae into animal feed. The protein is just what young pigs need. Ground-up larvae also could replace some of the fish meal that's currently used to feed farmed salmon or trout. Right now, that meal is manufactured from sardines, anchovies and menhaden that are scooped from the ocean in massive quantities. But that source of fish meal is limited.

The way Courtright sees it, black soldier fly larvae could solve two enormous global problems at once: the waste problem and the food supply problem.

Actually, he's not the first to think of this. Craig Sheppard, an insect specialist at the University of Georgia, now retired, has been doing experiments with black soldier flies for a couple of decades now.

He's turned the little larvae loose on animal manure ? they clean it up quite nicely. And over the years, he and his colleagues have talked to some companies about how to turn this into a profitable business.

There were times, he says, when the idea seemed ready to take off. "The guys [from potential investors] would come down here and get real excited. They'd look at our production, and we'd say how we could ramp it up, and they would be walking away just grinning and high-fiving, like 'We gotta do this!' " And then they'd go home and talk to the higher-ups. And I could just imagine the conversation: 'Maggots? Really?' And they'd back off!"

Sheppard suspects that the idea seemed just a little too weird. You could be laughed at for trying it.

But there now are quite a few projects around the world that have picked up on this idea. People are trying it in South Africa, Canada and Indonesia.

What's changed is the demand for animal feed. Fish meal prices have gone through the roof. Feed for pigs is more expensive, too. Across the world, there's competition for land, crops and food.

Courtright expects that competition to grow. "We have a protein deficit. We have 7 billion people on the planet, heading for 9. We don't know how we'll feed them," he says.

So maybe, someday, black soldier fly factories will dot the landscape.

Courtright is talking to some big companies, working on deals to build the very first one. Maybe this time, the higher-ups won't say: "Maggots? Really?"

Verizon FiOS Expands Mobile TV Support To Android & iPhone, Now Lets You Watch Live TV Outside The Home

HGTV-2_345x259For the first time ever, customers of Verizon’s FiOS TV service are being allowed to watch live television on their mobile devices when they’re out of their homes, and disconnected from their home’s Wi-Fi network. Currently, this new capability applies to just nine cable TV channels, including?BBC America, BBC World News, EPIX, NFL Network (iPad-only), HGTV, DIY, the Tennis Channel and Scripps Networks Interactive channels, Food Network and Travel Channel. The support for live TV viewing comes in the form of a newly updated iOS app, FiOS Mobile, which is now available for both iPad and iPhone as well as within newly launched Android and Kindle Fire applications. The app?first launched for iPad last November, offering customers 75 channels of live television. However, although the app didn’t require any additional software running on users computers or hardware beyond a supported HD DVR, the iPad did have to be connected to the home’s Wi-Fi network to work. With the update, for the above select channels, that requirement is no more. In addition, the app now offers 76 total channels while in home, and has added support for local affiliates of ABC, NBC, CBS and Fox, plus?Spanish-language channels such as UniMas and Univision, in New York,?New Jersey, Philadelphia and Washington, D.C. The app also includes the functionality previously found in the FiOS Mobile Remote and Verizon Media Manager apps, in order to combine all the mobile services offered under one roof. This includes on-demand content, like FiOS’s 45,000 Flex View titles (movies and other programs on demand), as well as free and paid subscription content from?HBO, Cinemax, Starz, Encore, Food Network, HGTV, Travel Channel and others. iOS 7 Security Flaw Allows Siri to Disable Find My iPhone

In iOS 7, Siri can change a number of settings on the iPhone, including toggling Bluetooth on and off or changing the screen brightness. As one MacRumors reader noticed, Siri can also activate Airplane Mode, even if a passcode lock is set, allowing a thief to effectively disable Find My iPhone on a stolen device.

However, Apple has added some extensive security features to deter phone theft in iOS 7, most notably the Activation Lock feature that prevents a lost or stolen iPhone from being activated without the Apple ID password used to erase the phone.

Activation Lock makes it so that even if a phone is stolen, Find My iPhone disabled, and then erased, the phone is still unable to be activated and used without the proper Apple ID.

San Francisco District Attorney came out in support of Activation Lock, saying that "clear improvements" had been made to deter criminals.

Update: Commenters have noted that users can also turn Airplane Mode on from the Control Center by swiping up from the lock screen. Lock screen Control Center access can be disabled from the Settings/Control Center panel. Find My iPhone can also be effectively disabled by turning the phone off.

Russia 'ignoring facts' over Syria attack: US

The United States accused Russia of ignoring the facts surrounding a poison gas attack in Syria, highlighting tensions between the West and Moscow over how to eliminate the country's chemical weapons.

Despite a weekend agreement between the Cold War rivals aimed at dismantling Syria's chemical arsenal by mid-2014, the two sides remain poles apart in their assessment of the August 21 gas attack which left hundreds dead.

Russia insists the attack on the Damascus suburb of Ghouta was a "provocation" by opponents fighting Syria President Bashar al-Assad's regime designed to trigger military strikes by the United States.

The United States and France maintain the attack was carried out by Syrian government forces, and believe an assessment by UN experts released on Monday backed their view.

On Tuesday, after meeting French counterpart Laurent Fabius in Moscow, Russian Foreign Minister Sergei Lavrov repeated Moscow's allegation that the August 21 attack was carried out by Syrian rebels.

Lavrov said the UN report "proves that chemical weapons were used" but not that the Assad regime was behind it.

Russia still has "most serious basis to believe that this was a provocation," Lavrov said of the attack.

He called on world powers not to "play up emotions" when making decisions, but rather "rely on professionals."

The United States dismissed Lavrov's comments emphatically, however, exposing the entrenched differences between the West and Moscow.

"When you look at the details of the evidence they present -- it is inconceivable that anybody other than the regime used" the chemical weapons, US President Barack Obama said Tuesday of the UN report.

The report helped "change the international dynamic" on the issue, he claimed in the interview on the Spanish language Telemundo network.

Earlier, Fabius said a "difference in approach" existed between France and Russia on the methods required to reach peace but the two sides were "perfectly agreed" on the need for a political solution.

The Moscow talks came a day after France, the United States and Britain said they will push for a strong resolution at the UN.

Diplomats said France and Britain are preparing a draft that will demand a threat of sanctions if Assad does not comply with the chemical disarmament plan.

However, Lavrov stressed that the agreement he reached with American counterpart John Kerry Saturday meant that the resolution will not be under the chapter of the UN charter that allows the use of force.

"The resolution... will not invoke Chapter VII," he said, in comments that were echoed later Tuesday by Russia's deputy foreign minister after a meeting with Syria's foreign minister in Damascus, according to the official SANA news agency.

Yet, this position is a direct a reversal of Lavrov's remarks Sunday, in which he specifically suggested any breach of chemical weapons agreements by Syria could prompt "measures according to Chapter VII of the United Nations charter."

Chapter VII can also impose mandatory economic sanctions against a target government.

Washington insisted Tuesday a Chapter VII resolution remained an option under the terms of the weekend agreement.

UN chief Ban Ki-moon is to meet with the foreign ministers of the five key nations in New York on the sidelines of the UN General Assembly, and three days later, with the top diplomats of the US and Russia, to help resolve the Syria crisis, he said Tuesday.

Ban said the attacks with banned chemical weapons were only the "tip of the iceberg," and urged the major powers to take a "broader" look to tackle the fighting as well as the humanitarian strife.

The United Nations permanent Security Council members held new negotiations on Tuesday on the wording of a resolution to back the Russia-US accord.

Diplomats said ambassadors discussed a French text which included a demand for action under Chapter VII if Assad does not stick to the plan.

France also wants chemical weapons attacks in Syria referred to the International Criminal Court. The meeting broke up however with no agreement.

The United States had moved to the brink of a military strike on Syria after blaming Assad's regime for the attack which it said left 1,400 people dead.

The strike however was put on hold last week as Syria agreed to a fast-track accession to the international convention banning chemical weapons, formally agreed by the US and Russia in Geneva.

The 30-month long conflict in Syria has killed more than 110,000 people, according to rights groups, and refugees have flooded countries in the region and beyond, with Bulgaria on Tuesday appealing for EU help in accommodating the influx.

Seven million people are in urgent need of humanitarian aide, and $4.4 billion are needed to help those displaced by the violence, the UN Emergency Relief coordinator Valerie Amos said Tuesday.

Iran confirms exchange of letters with Obama

DUBAI (Reuters) - Iran's Foreign Ministry said on Tuesday that President Hassan Rouhani had exchanged letters with U.S. President Barack Obama, confirming direct communication between the leaders of the two countries.

The United States and Iran cut off formal diplomatic ties in 1980, shortly after students and Islamic militants stormed the U.S. Embassy in Tehran and took American diplomats hostage.

But officials from both countries have said they are open to direct talks in order to find a diplomatic solution to a decade-long dispute over Iran's nuclear programme, over which the West has imposed economic sanctions on the Islamic Republic.

Tehran denies seeking nuclear weapons but the United States and its allies suspect it is working towards a nuclear weapons capability.

Iranian Foreign Ministry spokeswoman Marzieh Afkham said on Tuesday that Obama had sent Rouhani a message of congratulations on the occasion of his election.

"As we have seen in news reports, this letter has been exchanged," Afkham said, according to the ISNA news agency. "The mechanism for exchanging these letters is through current diplomatic channels."

Obama said in an interview broadcast on Sunday he had exchanged letters with Rouhani. The two men will speak on the same day at the U.N. General Assembly next week, though there are currently no plans for them to meet.

Rouhani, a centrist cleric who defeated more conservative candidates in June elections, has said he wants to pursue "constructive interaction" with the world, raising expectations of a negotiated settlement to the nuclear dispute.

In a bombshell allegation, Florida medical examiner Dr. Shiping Bao (pictured) claims that Florida state prosecutors were biased against Trayvon Martin and purposely threw the case, and he is suing the state for $100 million, reports WFTV.com.

According to Bao, the medical examiner, state attorney?s office, and Sanford Police Department all felt that Martin ?got what he deserved.? Bao also claims that he received the strong, though subtle, message not to speak on certain things:

?He was in essence told to zip his lips. ?Shut up. Don?t say those things,?? said Bao?s legal counsel, legendary Attorney Willie Gary.

Bao?s allegations come swiftly on the heels of him being fired from his position as associate medical examiner.

Volusia County released a letter on Tuesday, stating that Bao was fired last week. Spokesman Dave Byron declined to give a reason for Bao?s termination, citing ?county standard personnel practices,? reports CBS News.

"He wanted a question that would have allowed him to explain to the jury with scientific evidence how there was no way Trayvon Martin could have been on top of George Zimmerman," Gary said.

Gary said that question never came.

Seafood Scotland?s highly successful Seafood in Schools project is at Banchory Academy this week, presenting a series of interactive workshops to three hundred high school and primary pupils and their teachers.

The event takes place on Tuesday 10th and Wednesday 11th September, and will teach children where seafood comes from, how healthy it is to eat, and how it gets to their plates. ? Each pupil will attend three half-hour workshops, whilst a separate session at lunchtime for teachers, will give them more confidence in using seafood as a context for learning.

The wetfish counter display is guaranteed to be a hit, enabling pupils to see and handle a variety of Scottish species and to learn how they are caught, landed and processed.

?We are really lucky to have three staff coming from Marine Scotland; Donna Jarvie a local fisheries compliance officer, Campbell Pert who works on the aquaculture & marine environment programme, and parasitologist Jane Mills, who will be bringing some marine bugs and beasties and a microscope for the children to look at. ?They will also learn how to age a fish by counting the rings on its otoliths (earbones),? explained coordinator Ruathie Donald.?

Scott Stephen from Banchory Lodge, who was runner up in this year?s Grampian Chef of the Year competition, will be filleting and cooking salmon from Wester Ross Salmon, and also demonstrating to pupils how to cook a smoked haddock and pea risotto. ?They are all looking forward to tasting his delicious dishes!

The third workshop concentrates on health and wellbeing and the importance of eating foods high in Omega 3. ?Run by Catriona Frankitti of Fish For Health, the session features a tutored tasting session using crab, sardines, mackerel, trout, mussels and herring.

Seafood for the display, tasting and cooking sessions will be supplied by Gourline, who own and supply local fishmongers, ?the Creel?.?

Parents, grandparents, carers, siblings and guardians are encouraged to attend a community event on the evening of the first day (10th September, from 16.30-18.30), which will give them an opportunity to enjoy the same workshops and to sample seafood delicacies.?

Local langoustine fishermen, author and TV star Jimmy Buchan is attending the event, and bringing along fresh shellfish from his vessel Amity II. ??I love getting involved teaching children about seafood, and it?s great that Seafood in Schools gets parents along as well,? he said. ??We need to catch children young to ensure they grow up to love fish and shellfish, and it?s also important to teach them that the wider seafood industry offers some excellent career options.??

In addition to students from Banchory Academy, pupils will also attend from Banchory, Drumoak, Hill of Banchory, Durris, Crathes and Strone. ?Their transport is funded through the Seafood in Schools project.?

Following the workshops, each participating class undertakes a project of their choosing using seafood as a context for learning, which they must demonstrate to the rest of the school through an assembly or similar activity. ??In this way, we ensure that the Seafood in Schools programme and the messages it teaches, have a very wide reach,? said Ruathy Donald.?

Senators closing in on border security compromise

WASHINGTON (AP) -- White House-backed immigration legislation is gaining momentum in the Senate, where key lawmakers say they are closing in on a bipartisan compromise to spend tens of billions of dollars stiffening the bill's border security requirements without delaying legalization for millions living in the country unlawfully.

"This is a key moment in the effort to pass this bill. This is sort of the defining 24 to 36 hours," Sen. Lindsey Graham, R-S.C., said Wednesday night after a day of private talks.

Under the emerging compromise, the government would grant legal status to immigrants living in the United States unlawfully at the same time the additional security was being put into place. Green cards, which signify permanent residency status, would be withheld until the security steps were complete.

Officials described a so-called border surge that envisions doubling the size of the Border Patrol with 20,000 new agents, constructing hundreds of miles of additional fencing along the border with Mexico and purchasing new surveillance drones to track would-be illegal border crossers. The cost of the additional agents alone was put at $30 billion over a decade.

Other details were not immediately available, although it was expected that modifications to the bill would range far beyond border security provisions. The changes under consideration were the result of negotiations involving the bipartisan Gang of Eight who drafted the bill and Republicans seeking alterations before they would commit to voting for it.

The officials spoke on the condition of anonymity because the talks were private.

If agreed to, the changes could clear the way for a strong bipartisan vote within a few days to pass the measure that sits atop President Barack Obama's second-term domestic agenda.

The developments came as Democrats who met with House Speaker John Boehner on Wednesday quoted him as saying he expected the House to pass its own version of an immigration bill this summer and Congress to have a final compromise by year's end.

Boehner, R-Ohio, already has said the legislation that goes to the House in the next month or two will not include a pathway to citizenship for immigrants in the United States illegally.

Precise details of the pending agreement in the Senate were unavailable, but Sen. John Hoeven, R-N.D., said it involved a major increase of resources to the border, including more manpower, fencing and technology. The underlying legislation already envisions more border agents; additional fencing along the U.S-Mexico border; surveillance drones; a requirement for employers to verify the legal status of potential workers; and a biometric system to track foreigners who enter and leave the United States at air and seaports and by land.

It was unclear what other portions of the legislation might be changed. There is pressure from some Republicans to make sure no federal benefits go to immigrants who are in the country illegally, at least until they become citizens.

"Our whole effort has been to build a bipartisan group that will support the bill," said Hoeven, who has not yet stated a position on the legislation. "That's what this is all about, and it's focused on border security."

Sen. Chuck Schumer, D-N.Y., one of the bill's most prominent supporters, said discussions with Republicans "have been really productive. We've made a lot of progress in the last 24 hours. Now we have some vetting to do with our respective allies."

The potential compromise came into focus one day after the Congressional Budget Office jolted lawmakers with an estimate saying that as drafted, the legislation would fail to prevent a steady increase in the future in the number of residents living in the United States illegally.

The estimate appeared to give added credibility to Republicans who have been pressing Democrats to toughen the border security provisions already written into the bill. Schumer and Sen. Bob Menendez, D-N.J., met at midday with Graham, Hoeven and Sen. Bob Corker, R-Tenn. The Democrats and Graham are part of Gang of Eight.

If ratified, the compromise would mark concessions on both sides.

Some Republicans have been unwilling to support a bill that grants legal status to immigrants in the country illegally until the government certifies that the border security steps have achieved 90 percent effectiveness in stopping would-be border crossers.

On the other hand, Democrats have opposed Republican proposals to make legalization contingent on success in closing the border to illegal crossings. Under the legislation as drafted, legalization could begin as soon as a security plan was drafted, but a 10-year wait is required for a green card.

One plan to change that was sidetracked on a vote of 61-37.

Sen. Rand Paul, R-Ky., said his proposal would require Congress to vote annually for five years on whether the border is secure. If lawmakers decide it is not, "then the processing of undocumented workers stops until" it is, he said. The decision would be made based on numerous factors, including progress toward completion of a double-layered fence along the U.S.-Mexico border and toward a goal of 95 percent capture of illegal entrants. A system to track the border comings and goings of foreigners is also required.

While the public debate was taking place, lawmakers involved in the private talks expressed optimism.

Across the Capitol, House Republican leaders sought to present a friendlier face to Hispanics ? a group that gave Obama more than 70 percent support in last year's presidential election.

Boehner met with the Democratic-dominated Congressional Hispanic Caucus, while rank-and-file members of his party reviewed areas of agreement with Latino religious leaders.

"It's a conversation Republicans want to have," Rep. Cathy McMorris Rodgers, R-Wash., said later at a news conference outside the Capitol.

Separately, the House Judiciary Committee approved legislation creating a program allowing farm workers to come to the United States to take temporary jobs in the United States.

The measure is one of several that the panel is considering in the final weeks of June as part of a piece-by-piece approach to immigration rather than the all-in-one bill that Senate is considering.

'Wild Blue Yonder' features sky pirates, adventure

Jet packs, sky pirates and mountaintop taverns.

Such are the elements of "Wild Blue Yonder," a five-issue comic book miniseries that centers on Cola, a skilled female teen upstart pilot whose adventures form a tale set in a world where humanity lives among the clouds in floating airships away from the broken, poisoned earth.

The first issue of the series from Mike Raicht, Zach Howard and Austin Harrison of Noble Transmission was released by IDW Publishing on Wednesday, seven years after Raicht wrote it in one sitting.

"I have always loved post-apocalyptic stuff, and I had this idea about guys with jet packs fighting each other with crowbars and axes and not being able to live on the earth," he said of the story, which came to life after a marathon writing session in a single sitting in a laundromat. "Pirates in the sky mixed with families and overcoming insurmountable odds."

While the story itself has been tweaked since the initial draft, Harrison said it still has the same spirit, noting that during story development, the three felt they were part of an "alchemy, a collaborative process where we essentially create a story that we all believe in."

Readers were hooked from the start, helping fund the trio's plans through the fundraising site Kickstarter which, in turn, drew IDW's attention. From there it was a matter of the trio working together to refine and focus on the five-issue story, blending Raicht's words and Harrison's scripts with Howard's art.

Howard, who's drawn for Marvel, Image, DC and Dark Horse, among others, calls the series a labor of love, adding that Harrison had approached him years ago about doing a book together and that all three were able to make the time to pursue the story they wanted to create.

"World-inventing is what Mike and I often do best. Technology, solar power fuel ? it's about bringing a reader and viewer into our world," he said of "Wild Blue Yonder," which is set on an earth where catastrophe has rendered the surface untenable for life and putting humanity in the skies where the struggle to survive ? and thrive ? is decidedly uncertain.

"It makes us feel like our hard work pays off," Raicht said of the story and the positive critical response to the issue. "You feel built into the world immediately."

FCC nominee Wheeler says will promote competition

WASHINGTON (Reuters) - Tom Wheeler, President Barack Obama's pick to lead the Federal Communications Commission, on Tuesday pledged to champion competition in the telecommunications industry and said an upcoming auction of airwaves is the biggest challenge facing the regulator.

Acknowledging his past as a lobbyist, Wheeler told lawmakers at a Senate Commerce Committee hearing on his nomination that at the FCC, he would advocate for the consumers' interest first: "My client will be the American public."

Committee Chairman Jay Rockefeller, a West Virginia Democrat, said he was certain the Senate would approve Wheeler to succeed Julius Genachowski as FCC chairman.

The next step for Wheeler will be a vote by the committee on his nomination. No date has been set.

Asked to cite the single biggest challenge facing the FCC, Wheeler pointed to the so-called incentive auction, during which U.S. broadcasters would give up some of their airwaves to be sold to wireless providers.

Wheeler called the complex auction process a Rubik's Cube, because the rules that are currently being drafted would have to take account of the many interests at stake.

The FCC has planned this biggest-ever spectrum auction for 2014, although many in the industry say its complexity could mean delays. Wheeler pledged to make every effort to meet the 2014 deadline.

"I understand the concerns," Wheeler said, adding that he was involved in the FCC's very first spectrum auction, which was held in 1994. "This isn't my first rodeo."

Wheeler, who was recently a venture capitalist and an Obama fundraiser and adviser, was a top lobbyist at the National Cable Television Association in the 1980s and then at the wireless industry group CTIA until 2004.

"I am an unabashed supporter of competition," he said. "The role of the FCC has evolved from acting in lieu of competition to dictate the market, to promoting and protecting competition with appropriate oversight to see that it flourishes."

Senator John Thune, a Republican from South Dakota, pressed Wheeler about his 2011 blog post in favor of a merger of top wireless providers AT&T Inc and T-Mobile that was ultimately blocked because of concerns about competition.

"There is scarcely anything more important that comes before the commission than merger review," Wheeler said, adding that the blog was a "hypothetical speculation." He cited three factors crucial to merger review: deal-specific facts, legal mandate and precedent.

Addressing a critical issue he will have to tackle as FCC chair - decades-old rules that limit cross-ownership of different U.S. media outlets in one market - Wheeler said he understood the seriousness of the issue and was "specifically trying not to be specific." "I want to become more informed," he said.

Asked by Republican senators about attempts by Democratic lawmakers to get the FCC to press TV stations to disclose sponsors of political ads - a hot partisan issue - Wheeler said he needed and planned to study the topic to determine whether the commission should act, or has the authority to do so.

Personality test finds some mouse lemurs shy, others bold

June 18, 2013 ? Anyone who has ever owned a pet will tell you that it has a unique personality.

Yet only in the last 10 years has the study of animal personality started to gain ground with behavioral ecologists, said Jennifer Verdolin of the National Evolutionary Synthesis Center, in Durham, NC.

She and a colleague have now found distinct personalities in the grey mouse lemur (Microcebus murinus), the tiny, saucer-eyed primate native to the African island of Madagascar.

In a study published in the journal Primates, Verdolin gave fourteen gray mouse lemurs living at the Duke Lemur Center a personality test.

Verdolin filmed the lemurs' reactions to a variety of familiar and unfamiliar objects -- such as a tissue box, an egg carton, an orange ball, and a stuffed toy frog -- which she placed one at a time into the animals' enclosures. She then measured how long it took each animal to work up the nerve to approach and investigate each object. Mouse lemurs that were quick to approach objects were considered "bold," whereas those that behaved more cautiously were considered "shy."

She also noted how agitated the lemurs got when handled by their human caretakers during routine weigh-ins and cleanings.

Verdolin found that those that hung back were also harder for their human caretakers to handle, meaning the lemurs' distinct personality traits held up across a range of situations.

The report that mouse lemurs have distinct personalities doesn't come as a shock to staff at the Duke Lemur Center. "[The mouse lemur named] Pesto is very chatty. Asparagus gets beat up by the girls. Wasabi is mean as sin, and her favorite flavor is human fingers," said Duke Lemur Center researcher Sarah Zehr, who was not an author of the study. Other scientists have also found evidence of personality differences among grey mouse lemurs living in the wild.

But for animals living in captivity, Verdolin hopes that personality studies like hers will help researchers determine which individuals are best candidates for breeding programs or for reintroduction back into the wild, as has been done with the North American swift fox, the giant panda, and the golden lion tamarin.

The next step, Verdolin says, is to determine the extent to which lemur personalities are influenced by the presence of other individuals, or whether behavioral training for some personality types could improve their chances of surviving in the wild.

Girl Meets World, the spin-off of the popular 1990s comedy series Boy Meets World, has been picked up by the Disney Channel and will premiere in 2014. According to USA Today, the new series will follow in the footsteps of its predecessor and production will begin this summer in L.A.

Girl?will feature Ben Savage and Danielle Fishel reprising their roles as Cory and Topanga, arguably the model couple for kids who grew up in the Nineties, as parents of an 11-year-old girl. That's roughly the age Cory was when Boy Meets World began.?

While on a flight from Hong Kong to Newark, N.J. on Monday, a man loudly ranted about national security, poisoning, the CIA, and international spying, causing passengers to tackle him and bind his hands and feet.

Passengers said the FBI met United Airlines Flight 116 as it landed at Newark Liberty International Airport, one of the major airports serving New York City, and escorted the man away.

The man's name has not been released, but passengers described him as American. Passengers said he started screaming about nine hours into the 15-hour flight about being afraid of the FBI and fearing he was going to be killed. He asked that the flight be diverted to Canada.

Jones said he never heard the man threaten passengers or the plane. While the plane was still in the air, the FBI said the man had claimed everyone aboard the plane was being?poisoned, but the agency later said it was working to clarify what the man said.

"He said something that people are going to?poison?him, that he was going to die," Jones said.

"He was clearly not stable," said passenger Jacques Roizen, who helped wrestle the man to the floor and sat in the same row as him after he was restrained. Roizen said he and other passengers and a flight attendant subdued the man when he started reaching for his pockets.

United said it followed its procedures for dealing with disruptive passengers and decided to continue the flight as scheduled.

Passenger Peter Jones said the passenger called out what he said was his name, his birthdate and his Social Security number several times and said he worked for the U.S. Embassy in Abu Dhabi.

Jones said the man claimed to have information about Edward Snowden, a former U.S. government contractor who leaked a once-secret National Security Agency surveillance program two weeks ago.

"He was just saying he had information relating to Ed Snowden and he was being taken back to some safe house somewhere, never to be seen again," Jones said.

A man who said he was on the same flight and recorded the incident with his phone played the audio for reporters. On the recording, a man screamed and repeated "I'm dead" 23 times. The passenger who recorded the clip did not wish to give his name.

"Snowden? No, he's right! I know this now, I know this because of what just happened to me. He's totally right," the man in the recording said.

On the recording, the man claimed to work for the government.

"You work for the CIA! If you work for the National Reconnaissance Office, you will not get a trial by jury. You will not get a trial by jury. They think I've done something wrong, put me in front of a judge, say I'm guilty," the man on the recording said.

Another passenger, Paula Shea, said the man claimed he was married to a Chinese spy.

Roizen said he did his best to try to calm him.

"He was very paranoid," he said.

Tywin Lannister (Charles Dance), Jaime Lannister (Nikolaj Coster-Waldau) and Ned Stark (Sean Bean) are all fathers on "Game of Thrones," but they're not all great.

Dragons. Swords. Battles. Adventures. Castles. "Game of Thrones" has plenty of these, but it also has a lot of fathers. And like the other characters that fill out the series, the dads are human -- in other words, they're flawed.

No one's perfect no matter how hard they might try, but in the world of "Thrones," it's obvious that some papas try a heck of a lot harder than others to be as close to being the perfect dad as possible. So as we raise a sword in honor of all dads, we take a look at the fathers of "GoT" to see who deserves an extra hug and kiss on the cheek.

The good
It's a little sad to say, but there are really only two truly good dads on "Game of Thrones": Ned Stark and Davos Seaworth, and papas out there can certainly look to these two as examples of how to parent.

Both men clearly love their children and have their best interests at heart. The illiterate Onion Knight was born incredibly poor, and worked as a smuggler who slowly rose to the ranks of King Stannis' Hand by being loyal and honest -- good virtues, both. Everything he did, he did so that his sons could have a better life than he had, and become the educated lords he hopes for them to be.

As for Ned Stark, in a world where sons are valued over daughters, he loved all of his children equally regardless of their gender, whether they were trueborn or not. He accepted his kids as they were and encouraged them to follow their passions. (How many dads in Westeros would let their little girls learn the art of sword fighting over embroidery and songs?) When unpleasant life lessons came up, he didn't shy away. And perhaps most important, through his actions, he taught them that it is always best to do what is right and honorable -- even if that meant literally losing one's head.

The mediocre
Forgot Stannis Baratheon is a daddy, did you? It's pretty easy to do, seeing as how daughter Shireen is hidden away. (Is it because of her greyscale? Teach her that looks aren't everything!) But it does appear that he loves the little girl, despite rarely seeing her. And don't forget he fathered the shadow assassin -- thanks to Melisandre -- a creature that soon killed his brother Renley.

The bad
It almost seems silly to count Robert Baratheon and Jaime Lannister as dads. Yes, they fathered children -- a lot of children, in King Robert's case -- but that was about it. Neither man actually parented much. (Though we suppose Jaime had a good excuse for not stepping up, seeing as how incest and treason are frowned upon.) When the king did do his fatherly duties, it was obvious he'd rather be off drinking and hunting. He didn't bother to teach "his" royal kids right from wrong, and left the realm with Mad King Joffrey upon his death. And "Uncle" Jaime never had much to do with his "niece" and "nephews" at all.

Then there's Randyll Tarly. Sure, viewers haven't met him, but they've heard of him through son Sam, a member of the Night's Watch. And it's Sam's presence on The Wall that makes Lord Tarly such a bad dad. As the well-read crow tells Jon Snow in season one, the mighty lord was disgusted that his firstborn son was more interested in books than manlier pastimes, and gave him a choice between The Wall or a "hunting accident." Way to love your kid unconditionally.

Bad dads can't be discussed without a mention of Tywin Lannister, the biggest lion of Casterly Rock. Some might argue he's beyond bad, that he's the baddest of the bad, but hear us out about why he's merely just plain bad. Yes, he's a power-hungry lord who very obviously plays favorites with his children. (Is your name Jaime? No? Sorry, he doesn't really care about you.) But everything he does, he does to secure power, wealth and glory for Lannisters. ALL Lannisters. That includes Tyrion, whom he very clearly despises. And as much as he might hate his youngest son, he not only let the child live (albeit blaming him for his beloved wife's death as she birthed Tyrion), but let him live as a lord. That's got to count for something.

The worst
Yes, there really are worse dads than Tywin on "Game of Thrones," and their names are Balon Greyjoy and Craster. (You nearly forgot about them, didn't you?)

Balon at first didn't seem too terrible. He obviously loves and supports his daughter, Yara, who is anything but a traditional lady. But the same affection was denied son Theon, whom he considers more Stark than Greyjoy despite the young man's sacking of Winterfell to regain his father's love. Even worse, when Ramsay Bolton sent captive Theon's manhood back to his papa, Balon declared that since his son can no longer further the Greyjoy line, he was useless. Harsh.

As bad a dad as the Lord of Pyke is, Craster could beat him for title of the worst. The wildling fathers daughters of his wives, and when the girls are old enough, marries them and sires more daughters to repeat the endless cycle. As for the boys he fathers, they face an even more dire future: Craster leaves them in the snowy woods for the White Walkers to take. It doesn't get much worse than that.

Perfect pitch may not be 'perfect'

People classified with perfect pitch may not actually be as in tune with the notes they hear as they think.

Played a long piece of music, a study group failed to notice when scientists turned the tones ever so slightly flat. They then misidentified in-tune sounds as being sharp.

Researchers say it demonstrates the adaptability of the mind even for those skills thought to be fixed at birth.

They have published the work in the journal Psychological Science.

Only around one in 10,000 people has the ability to correctly classify a note simply by hearing it. This phenomenon is called perfect, or absolute, pitch, and has been made famous by the well-known composers who are believed to have possessed such talents, such as Mozart and Beethoven.

Graduate student Stephen Hedger, from the University of Chicago, US, had perfect pitch identified by objective tests. He explained what it meant.

"I'm able to name any musical note in isolation without the aid of a reference note. Someone with perfect pitch would be able to tell you a car alarm is honking in F sharp, for example. Generally it enables people to identify notes across a wide variety of octaves."

Mr Hedger was tricked by his colleague who secretly adjusted the pitch on an electronic keyboard as he was playing a tune. The notes were made flat by 33 cents - which is one-third of the distance between adjacent keys on a piano.

When the note was shifted back to its original correct key, it sounded drastically sharp to Hedger, who explained he found it "shocking" that he had not noticed the change.

A similar model was tested on 27 students with perfect pitch. They were played a piece of music for 45 minutes which was gradually changed over time to become flatter.

The subjects then perceived the flattened music as in tune, while the in-tune notes were perceived as slightly sharp.

"In the literature, perfect pitch is talked about as a fixed ability, so it was quite surprising to find that as little as 45 minutes of de-tuned music could temporarily shift note categories," Mr Hedger told BBC News.

"What this points to is the malleability of the human brain. Relatively brief exposure to flattened music is able to rearrange what was thought to be a very long-term and stable note category.

"This is a great example of how our immediate surroundings and perceptions can change the way in which we view the world."

Prof Howard Nusbaum, another author of the study also from the University of Chicago, said these findings could tell us whether or not individuals could also improve their pitch perception as opposed to "de-tuning it".

"We are finding out more and more about how our brains are equipped to learn new things at any age and not limited by abilities previously thought to be available only from the time of birth," he said.

The researchers will now look at whether or not they can improve people's perception of pitch.

The newest Apple MacBook Air 13-inch (Mid-2013) lasted an astonishing 15-and-a-half hours on a battery test that makes most current mainstream ultrabooks and ultraportables cough and die after four to six hours. The fact that the system gives up very little if any day-to-day performance is astounding. This isn't a low-powered slate tablet that gives up computing performance in exchange for battery life. With the latest MacBook Air 13-inch, you have a fully functional ultraportable laptop with extremely long battery life, as it should be. If you need to do real work on a plane, train, or out in the field, get a MacBook Air 13-inch. It's our new Editors' Choice winner for mainstream ultraportable laptops.

Design and Features
Almost physically identical to the previous Apple MacBook Air 13-inch (Mid 2012), the new MacBook Air 13-inch continues on in almost the same chassis as the previous model. The MacBook Air has an all-aluminum construction, tapering from 0.11 inches thick in the front to 0.68 inches in the back. It's essentially the same chassis Apple has been using for the past three years, which is in turn a slightly modified version of the chassis they've been using since 2008. While not necessarily the thinnest laptop on the market anymore, it is still as thin and portable as it ever has been. The side panels house a pair of USB 3.0 ports (one left, one right), a Thunderbolt port (which can be used as a mini-DisplayPort for external monitors), a headset jack, a SDXC card slot, dual microphones and the system's MagSafe 2 power connector. The twin microphones are new, and will help others hear you during FaceTime sessions. In the future, under OS X Mavericks, the dual mic setup will help the system pick out your voice when you're using Siri. MagSafe 2 is the same connector that was introduced with last year's MacBook Air and MacBook Pro with Retina Display. The new MacBook Air tips the scales at a svelte 2.91 pounds, which is in the same ballpark as competitors like the Dell XPS 13-MLK (2.96 pounds) and the Acer Aspire S7-191-6640 (2.63 pounds with extended battery).

The MacBook Air has a backlit keyboard that's comfortable to type on, and a glass-surface, multi-touch trackpad. The system doesn't have a touch screen or touch screen option, but that's no deal breaker on a Mac, since OS X 10.8 Mountain Lion isn't optimized for touch anyway. The display measures 13.3 inches and has a screen resolution of 1,440 by 900. This is lower than the 1,920 by 1,080 resolution you'll get on systems like the Acer S7-191-6640 and Dell XPS 13-MLK, but you'd be hard pressed to tell the difference while watching a video at this screen size. If you need a higher resolution on a Mac, consider the MacBook Pro 13-inch (Retina Display).

What's Inside
The interior of the MacBook Air has been updated, with a new fourth-generation Intel Core i5-4250U processor and new PCIe-based Flash Storage. The 128GB flash memory module is mated to the motherboard with a new, faster PCIe connector, which makes the system react a little faster than the SATA-based flash storage of last year's model. The flash storage is physically smaller than last year's, according to ifixit.com, which means that third party upgrades will again be scarce. The base system comes with a 128GB flash storage unit, with about 102GB free when you take it out of the box. There are 256GB and 512GB options available on Apple's website. If you want more system memory, you'll have to order the system with it pre-installed (8GB total for $100 more). The memory is built into the motherboard, with no upgrade slots for additional memory DIMMs. The system comes with a 54 WHr battery, which is an improvement over the 50WHr battery in last year's model. Like all MacBooks and many ultrabooks these days, the battery in the MacBook Air 13-inch is not user replaceable.

The MacBook Air comes with the standard mix of full-version software built into OS X Mountain Lion, including FaceTime, Photo Booth, iPhoto, iTunes, Safari, Mail, Calendar, and Apple's App Store. This is good, because it means that the system isn't burdened by extraneous trial software. Windows PC makers are learning from this example: both the Acer S7-191-6640 and the Vizio 14-Inch Thin + Light (CT14-A4) come with Microsoft Signature prep, which removes all of the trialware and bloatware that would've come pre-loaded on a typical Windows retail system.

The system boots in only about 10 seconds, and wakes from sleep even faster. This is no doubt due to the MacBook Air's speedy flash storage and the fact that the system hasn't yet had too many programs installed yet. Apple completely abandoned optical drives last year as an obsolete technology, you can install files you've downloaded from the Internet, copied over from a USB drive, or use the Apple App Store to install new programs. The new MacBook Air comes with 802.11ac Wi-Fi, which is backward-compatible with dual-band 802.11n Wi-Fi. You should use the system with Apple's newly updated AirPort Extreme or another 802.11ac router if you need transfer rates approaching 1 Gbps. Speaking of speedy transport, the MacBook Air comes with a 10Gbps dual channel Thunderbolt port, which as stated earlier can interface with a mini-DisplayPort. For Gigabit Ethernet, HDMI, and other interfaces like FireWire 800, you'll need to buy an optional dongle from Apple or another provider. You'll be able to use an Apple TV or adapter cables for a multi-monitor setup after you've upgraded to OS X Mavericks later this year, but having HDMI built in would make this system that much closer to perfect. The MacBook Air 13-inch comes with Apple's one-year standard warranty with 90 days of phone support.

Performance
The system's new 1.3GHz Intel Core i5-4250U processor with integrated Intel HD Graphics 5000 is nominally clocked 400Mhz slower than the 1.7GHz i5-3427U processor in the last MacBook Air, but both will turbo up to 2.6GHz if needed. The lower base clock speed no doubt helps the system stretch out battery life. The new MacBook Air 13-inch lasted a staggering 15 hours 33 minutes on our battery rundown test. That is more than double the six hours we get from the best ultrabooks using 3rd-generation Intel Core processors like the high-end ultrabook Editors' Choice Asus Zenbook Prime Touch UX31A-BH15T (6:38). Most systems return far less battery power, like the five hours for the Dell XPS 13-MLK (4:56) or four hours like on the Sony VAIO Fit 14 (SVF14A15CXB) (4:08).

The downside of the lower-clocked processor is that the MacBook Air is a bit slower on the multimedia benchmark tests (Handbrake and Photoshop CS6), where it lags the Windows systems with faster-clocked Core i5 processors. On the flipside, the MacBook Air is still two to four times faster than Intel Atom-powered Windows 8 slate tablets on the Handbrake test, and those Atom-powered tablets can't run the Photoshop CS6 test at all. The integrated Intel HD Graphics 5000 of the new MacBook Air shows a much-improved Heaven benchmark score over previous MacBook Airs and other systems with Intel HD Graphics 4000. Essentially, since there is an obvious upgrade path for users who want a faster multimedia workhorse (namely the MacBook Pros), the tradeoff for battery life is well worth it for the general business and consumer user.

With double the battery life of the strongest current Windows 8 competition, the Apple MacBook Air 13-inch (Mid 2013) adds epic untethered usability to a highly portable system. While systems like the Acer Aspire S7-191-6640 and Vizio CT14-A4 start to approach the MacBook Air's portability, none can approach that level of work utility away from a power outlet. The MacBook Air 13-inch (Mid 2013) is the system you want to be using if you need to deliver real work away from your desk. The fact that it can return such a long battery life while still using a mainstream processor is astonishing. Make no mistake, this simple score shows that laptops haven't conceded the battery life prizes to the mobile OS tablets yet. The MacBook Air 13 is close, but not quite perfect, since it lacks a built in HDMI-out port and the slower-clocked processor returns slower multimedia performance on benchmark tests than rivals. That said, due to its excellent battery life, portability, and its very good day-to-day performance, we have no qualms in giving the Apple MacBook Air 13-inch (Mid 2013) the Editors' Choice for ultraportable laptops.
